After the Department of Home Affairs reported the plan of arranging administrative units at all levels and the model of organizing the two -level local government, the Chairman of Hai Duong People's Committee concluded and agreed on the arrangement to ensure the spirit of Resolution 76.
The arrangement is reflected in the overall plan to merge Hai Duong province with Hai Phong city, ensuring synchronization in boundaries, scale, population and development orientation, especially the formation of a specialized economic zone, creating a growth driving force area in the West of Hai Phong city.
The Provincial People's Committee agreed to choose Option 1 in the proposal of the Department of Home Affairs - a highly feasible and reasonable option in space organization, in line with the urban development orientation, thereby creating a sustainable foundation to promote socio-economic development. The rate of reducing commune-level administrative units is expected to be about 70%.
To ensure effective implementation, the Chairman of the Provincial People's Committee has assigned specific tasks to relevant departments and branches.
The Department of Home Affairs is assigned to preside over and coordinate with relevant agencies to develop and complete the draft plan for commune-level arrangement and the personnel plan after arrangement. In particular, it is necessary to review the team of cadres and civil servants, propose a reasonable arrangement and staff streamlining plan, and ensure the new apparatus operates effectively and stably.
The Department of Construction is responsible for adjusting administrative boundary maps, coordinating the handling of headquarters, assets and participating in the development of a project to reorganize commune-level administrative units.
The Department of Justice shall preside over reviewing the system of relevant legal documents, promptly proposing amendments and supplements to ensure consistency and synchronization; guiding the handling of civil status issues, registration of security measures.
The Provincial Police are responsible for guiding the revocation, issuance of new seals, adjustment of residential information, synchronization of population databases; at the same time, grasping the local situation, proactively preventing and combating all activities taking advantage of the arrangement to distort and cause disorder.
The People's Committee of Hai Duong province also requested the Vietnam Fatherland Front Committee of the province to preside over and coordinate with socio-political organizations to promote propaganda, creating high consensus among cadres, party members and people. The Front also needs to coordinate to collect public opinions on the arrangement project in a transparent and correct manner.
Leaders of districts, towns and cities are required to directly direct communes affected by boundary adjustment, grasp the situation, and promptly handle arising issues at the grassroots level. Propaganda work must be one step ahead so that cadres and people clearly understand the correct and long-term policy of the province. Localities also need to organize the collection of voters' opinions in each village and residential area in accordance with regulations, fully reflecting the aspirations of the people.
