Accordingly, at the 20th session, the People's Council of Hoa Binh province decided to change the purpose of forest use to another purpose to implement the urgent project of flood prevention and inundation prevention of Pheo - Che dyke downstream of Da river, Ky Son district (now Hoa Binh city).
The total area of the decision to change the purpose of forest use to another purpose is 8.27 hectares, the current status of planted forest. The entire area of 8.27 hectares has been adjusted out of the planning of three types of forests.

The urgent project of Pheo - Che flood prevention dyke in the lower Da River has a total investment of more than 144 billion VND.
The project aims to renovate and upgrade the dike and traffic route along the left bank of the Da River, 6.2km long (section from Km0 - Km6+200).
Project items include: dike body, dike roof; horizontal drainage works, vertical drainage works, irrigation canals, intersections, ramps according to regulations; Ngoi Mong bridge and restoration of Ngoi Mai bridge bypass (section through Hop Thanh commune People's Committee headquarters and Xa Muc hamlet, route length over 900m).
According to the design, the starting point of the route is at Pheo area, Ky Son ward; the end point is at Nha hamlet, Hop Thanh commune.
Previously, on January 16, 2024, the Management Board of Investment and Construction of Agricultural and Rural Development Works of Hoa Binh province held a conference to deploy the construction of the urgent project of the Pheo - Che flood prevention dyke in the lower Da river. The project is expected to be completed within 700 days.
