The Ring Road 4 project in the Capital Region started construction in June 2023 with a total length of 112.8km, passing through Hanoi, Hung Yen and Bac Ninh. The project has a total investment of more than 85,000 billion VND.
In Hanoi alone, the route is more than 57km long, passing through the districts: Soc Son, Me Linh, Dan Phuong, Hoai Duc, Ha Dong, Thanh Oai and Thuong Tin.

According to Lao Dong's records in package 8 - construction of the Ring Road 4 parallel road through Soc Son and Me Linh districts, the underground and above-ground infrastructure works have been basically relocated.
However, up to now, there are still two residential areas in Dai Thinh and Chu Phan communes (Me Linh district) that have not handed over the site for the project.
In package No. 9 - construction of Ring Road 4 through Dan Phuong and Hoai Duc districts, there are still land issues in three residential areas in Duc Thuong, Dong La communes (Hoai Duc) and Ha Mo commune (Dan Phuong).
In the Hong Ha bridge construction area, in Hong Ha commune (Dan Phuong district) and Van Khe commune (Me Linh district), many households have not yet agreed to hand over the site.

Similarly, some sections of the site in package 10 - construction of parallel roads through Ha Dong district and Thanh Oai district have also many points that have not been handed over. The main obstacles are residential areas, factories and underground and above-ground technical infrastructure.
In package 11, the section through Thuong Tin district, residential areas within the project have been cleared. Currently, there are more than 10 points that have not been handed over, mainly underground and above-ground infrastructure works.
Regarding the site clearance for the Ring Road 4 project, Chairman of the Hanoi People's Committee Tran Sy Thanh has requested districts to complete land acquisition before April 15. Mr. Thanh emphasized that this is the deadline, no delays are allowed.
However, speaking with a reporter from Lao Dong Newspaper, Mr. Tran Viet Son - Commander of Package 11 (Cicenco 4 contractor) - said that completing site clearance before April 15 is very difficult.
"Previously, the city required localities to hand over enough land to contractors in the first quarter, then postponed it until before April 15. But until now, many sections are still in disarray. If the problems are resolved quickly, it will not be until the end of April at the earliest for the site clearance work to be completed" - Mr. Son said.

In package No. 9, Commander Nguyen Hoang Hai said that the contractor regularly contacts Hoai Duc and Dan Phuong districts to update the site clearance progress. All localities are committed to handing over the land soon.
"Relevant units are relocating underground and above-ground technical infrastructure. However, the handover time for construction in the three residential areas is still unclear" - Mr. Hai said.
The delay in site handover by localities is seriously affecting the progress of the Ring Road 4 parallel road project, while the Chairman of the Hanoi People's Committee requested the project to be completed by October 2025, welcoming the City Party Congress.
"Completing the Ring Road 4 parallel road in October is not feasible, because the local site handover progress is too slow. Not to mention, the rainy season is approaching and will last for many months, greatly affecting the construction" - said the Commander of Package 9.
