Implementing Official Dispatch No. 63/CD-TTg dated September 8, 2026 of the Prime Minister on overcoming the consequences of a particularly serious traffic accident in Dong Nai city and continuing to implement the tasks directed by the Provincial People's Committee in Official Dispatch No. 5925/UBND-NC dated September 3, 2026, Hung Yen Provincial People's Committee requests units to strengthen ensuring traffic order and safety.
Accordingly, the Provincial Police shall preside over and coordinate with the Department of Construction and People's Committees of communes and wards to continue to inspect and urge the implementation of tasks assigned by the Provincial People's Committee; focusing on areas, traffic routes, types of vehicles and activities at high risk of traffic accidents.
The police force is required to strengthen patrols, inspections, and strictly handle violations that are direct causes of traffic accidents, especially violations of alcohol concentration, drugs, speed, lane, lane, overtaking, changing direction, carrying more people than prescribed and violations in automobile transport business activities.
Along with that, strengthen inspection and control of passenger cars, sleeper buses, vehicles carrying large numbers of people and vehicles at high risk; promptly detect and strictly handle violations.
The Provincial Police must also proactively review and assess the risks, causes, and conditions that may lead to traffic accidents; promptly advise and propose prevention and remedial measures, not to let particularly serious traffic accidents occur due to subjective causes, which can be prevented.
For the Department of Construction, the Provincial People's Committee requests to continue to perform the tasks assigned in Official Dispatch No. 5925/UBND-NC, closely coordinate with the Provincial Police in managing and inspecting automobile transport business activities.
The Department of Construction reviews roads, areas, and points at risk of traffic unsafety; promptly handles or advises on handling inadequacies in infrastructure, traffic organization, signs, pick-up and drop-off points, wharves, and yards according to its authority.
People's Committees of communes and wards are required to organize and strictly implement the task of ensuring traffic order and safety in the area; proactively inspect and review roads, areas, and points at high risk of accidents and traffic congestion and promptly handle or propose to competent authorities to handle inadequacies in infrastructure, traffic organization and traffic unsafety risks.
