After merging administrative boundaries and operating a two-level government, Da Nang city is completing investment procedures for the urban railway network. The focus is line No. 2 connecting from the airport to the Chu Lai area.
At the meeting on November 20, 2025, Da Nang City Party Secretary Le Ngoc Quang directed the review and updating of the entire city's traffic plan.
The content of the direction focuses on researching investment options in the form of public-private partnerships (PPP) and urban development in the direction of public transport (TOD). This is the basis for functional agencies to prepare pre-feasibility study reports and find suitable investors for the network of 16 urban railway axes with a total length of more than 240km.
Based on the direction of the City Party Committee, at the working session on April 20, the City People's Committee and THACO Group discussed in detail the urban railway project No. 2. This line has a length of more than 103km, starting point at Terminal T1 of Da Nang Airport and ending point at Chu Lai Airport.
The project includes two phases: Phase 1 from the airport to Hoi An area is 30.2km long and phase 2 from Hoi An to Chu Lai is 73.6km long. The total estimated investment of the project is 265,972 billion VND.
Representatives of THACO Group informed that the unit will carry out preparation steps to start construction in February 2027. The goal is to put the first railway line into operation in 2032.
To ensure the progress of starting construction in early 2027, Chairman of the City People's Committee Nguyen Manh Hung requested relevant departments and branches to synchronously implement administrative procedures. The city changed the working method from sequential to parallel processing of project approval and investor selection steps.
The Department of Finance is responsible for presiding over reviewing the process, advising on investor selection plans to closely follow the plan. At the same time, the city continues to coordinate with central ministries and sectors to report to the National Assembly on specific mechanisms and policies similar to Resolution 188/2025/QH15. These mechanisms aim to solve the problem of capital sources and receive technology transfer for the first urban railway system in the city.
