On April 21, the Office of the People's Committee of Nghe An province said that it had just issued a notice on the conclusion of Chairman of the Provincial People's Committee Vo Trong Hai at the meeting on the progress of the Vinh - Thanh Thuy expressway project.
The Chairman of the Provincial People's Committee acknowledged the efforts of departments, branches, and localities in project implementation. Up to now, the Government has issued Resolution No. 42/NQ-CP; the State Audit Office has given opinions on the preliminary total investment; the Ministry of Agriculture and Environment has authorized the Provincial People's Committee to appraise and approve the environmental impact assessment report (EIA).

Notably, 9/10 component projects have been approved, and localities have basically completed agricultural and forestry land compensation plans.
However, there are still shortcomings such as the slow progress of appraisal of component project 1 (construction and installation); the inventory and relocation of technical infrastructure in some places are at risk of not keeping up with the plan.
To ensure the goal of starting the project on May 19, 2026, the Chairman of the Provincial People's Committee assigned specific tasks:
The Nghe An Traffic Works Project Management Board must complete component project dossier 1 before April 25, 2026, and complete land clearance marker planting before April 30, 2026.
Localities including Hung Nguyen, Nam Dan, Kim Lien, Dai Hue, Van An, Xuan Lam, Hoa Quan, Son Lam, Kim Bang must hand over 100% of agricultural and forestry land before April 30, 2026; residential land and resettlement infrastructure must be completed before June 30, 2026 for people to hand over land before August 30, 2026.
The Department of Construction and the Department of Finance are required to prioritize dossier appraisal, ensuring the maximum shortening of administrative procedures, without shirking or evading responsibility.
The Provincial Police and the Provincial Military Command ensure security and order, strictly manage material mines; and complete the recovery of defense land in Hung Nguyen commune.
The Department of Agriculture and Environment presides over the EIA appraisal, guiding procedures for exploiting specialized mines, especially filling soil mines serving resettlement areas.
The Chairman of the Provincial People's Committee emphasized the requirement to do a good job of mass mobilization, organize direct dialogues with people, especially in Kim Bang commune related to the planning of the intersection with the Ho Chi Minh road.
Electricity, telecommunications, and water supply units must proactively relocate infrastructure, not to let construction be interrupted.
Leaders of the Provincial People's Committee are assigned to directly direct, remove obstacles, and regularly check progress. In which, Vice Chairman of the Provincial People's Committee Hoang Phu Hien comprehensively directed the project implementation.
The Chairman of the Provincial People's Committee requested departments and branches to be ready to mobilize capable officials to support localities when needed; the appraisal and comments must clearly express the views and legal basis, and not prolong the processing time.
