Vu Quynh route connecting to Le Duc Tho - Pham Hung road is an important traffic project of Nam Tu Liem district (Hanoi), connecting with main routes such as Me Tri road and the route from Me Tri to Do Duc Duc.
The project is 1.4km long, meeting 6 lanes, passing through Phu Do, My Dinh 1 and My Dinh 2 wards.
The project has a total investment of 253 billion VND, starting from 2020. According to the plan, the project will be completed after 450 days.
However, after about 5 years of construction, the project has not been able to reach the finish line even though most of the volume has been completed.

According to the People's Committee of Nam Tu Liem District, the site clearance progress of the project has been completed by more than 70%. Currently, there are more than 1.5 hectares of land belonging to a number of agencies and organizations and part of it is residential land of the people.
The People's Committee of Nam Tu Liem District has requested a first extension for the project until December 31, 2023. By August 15, 2023, the People's Committee of Nam Tu Liem District had organized the compulsory land recovery and handover of the site for project construction.
However, when the site clearance for the project passing through 3 wards is still not possible, there are changes to the 2024 Land Law, so policies related to site clearance must be re-implemented.
Currently, Nam Tu Liem District continues to request a second extension until the end of 2025.
Another project that is also being implemented sluggishly in Nam Tu Liem district is the road connecting Do Duc Duc Street to Me Tri Street.
The project was approved by the city, allowing the People's Committee of Nam Tu Liem District to conduct investment since 2014 with a scale of more than 264 billion VND, the length of the route is 828.58m.
The total land acquisition area in the project is 29,287.9m2, including residential land, pond land, agricultural land, public land, related to 146 households and 5 organizations.

According to the People's Committee of Me Tri Ward, the site clearance process has been carried out since 2016. Currently, there are still 8/54 households on residential land that have not had their compensation plans approved; 4/76 households on pond land have handed over the site but have not received compensation and support, 2 households have not received the money and handed over the site.
On December 10, 2024, the People's Committee of Nam Tu Liem District issued Decision No. 2931/QD-UBND approving the adjustment of the project implementation time to the end of 2026.
On January 20, 2025, the Nam Tu Liem District Investment and Construction Project Management Board issued Document No. 44/QLDA to the District People's Committee, the District Land Valuation Council, and the District Department of Natural Resources and Environment to propose approving specific residential land prices for projects that need to be priced for residential land for approval in 2025, including the Me Tri - Do Duc Duc connecting road project.
Currently, this unit is coordinating with the District Department of Natural Resources and Environment to promptly advise the District People's Committee to issue a Decision approving specific land prices as a basis for developing a compensation, support and resettlement plan according to regulations.
Unfinished construction is also happening on the road connecting Pham Hung Street to Le Duc Tho Street. This is part of the project of the road connecting Ring Road 3 and Ring Road 3.5 with a total length of 6km.
The section from Pham Hung intersection to Le Duc Tho has a length of 1.12km approved since 2017, expected to open to traffic in 2021, but is still in disarray and cannot be put into operation. The project has a total investment of 300 billion VND.

According to the People's Committee of Nam Tu Liem District, the site clearance work at Lane 252 My Dinh Street is still stuck because people and functional units have not agreed on the compensation price.
In addition, some new regulations in the 2024 Land Law have also caused the consensus on compensation unit prices to not achieve results.
Currently, the authorities of Nam Tu Liem district are focusing on removing obstacles to site clearance to soon complete the project.
