The Ministry of Agriculture and Environment is consulting with the community for the environmental impact assessment report of the component project 3: Construction and expansion of Hoa Lac - Hoa Binh Expressway in the form of BOT, in the overall investment project of Hoa Lac - Hoa Binh Street and renovate Highway 6, Xuan Mai - Hoa Binh section in the method of public -private partnership (PPP).
According to the environmental impact assessment (EIA) report, the Hoa Lac - Hoa Binh road expansion investment project will be implemented according to the expressway standards, with a scale of 6 lanes, a design speed of 100km/h, and a total length of about 23.04km. Starting point at km6+680, continuing Thang Long Avenue, in Yen Binh Commune (Thach That, Hanoi); ending point at km29+716, intersecting with National Highway 6 at km65+400, Trung Minh Ward (Hoa Binh City).
The section of National Highway 6 Xuan Mai - Hoa Binh is over 30km long, traveling throughout Hoa Binh province, from the Xuan Mai - Luong Son border to Dong Tien ward (Hoa Binh city).
According to the report, the project needs to change the purpose of using about 13.19 hectares of rice-growing land, which is considered a sensitive environmental factor. The total area of site clearance is about 153.65 hectares, of which Hanoi accounts for 36.41 hectares and Hoa Binh 117.24 hectares.
It is expected that 1,175 households will be affected, of which 816 households need to be resettled. Construction time: from the fourth quarter of 2025 to the fourth quarter of 2027.

According to Lao Dong Newspaper reporters in early May, the Hoa Lac - Hoa Binh route has a very high density of vehicles, vehicles move at high speeds, while there are dozens of residential crossroads that pose a potential risk to traffic safety.
The road also connects Yen Quang Industrial Park and Tien Industrial Cluster (Quang Tien commune), currently under construction.
Mr. Nguyen Van Tung (40 years old) - a driver who often travels to the Northwest region - shared that the Hoa Binh - Hoa Lac road is high-speed, with many people living along the road. Every day, thousands of vehicles are traveling, combined with people carelessly turning across the road, so it is very dangerous for drivers when traveling on the road.
According to Mr. Tung, the current route is often congested locally, especially on weekends. If the project is expanded to 6 lanes to become a highway, it will certainly reduce travel time and develop the economy for the whole area.
Mr. Nguyen Van Nam - Chairman of the People's Committee of Quang Tien Commune (Hoa Binh City) - said that the section of the route passing through the commune is about 9km, with many crossroads for people. If the project is invested in construction, it will contribute to ensuring traffic safety and creating great convenience for trade and attracting industrial investment.
