Continuing the program of the 9th Session of the 15th National Assembly, on the morning of May 6, National Assembly Standing Committee member Nguyen Dac Vinh presented a report explaining, accepting and revising the draft Law on Teachers.
Remove the regulation on increasing the starting salary level for teachers recruited and assigned for the first time
Regarding salary policy and policies to attract and support teachers, Mr. Vinh said that he had opinions suggesting regulations on salaries and allowances for teachers in accordance with the policy and roadmap for salary policy reform.
In response to the opinions of National Assembly deputies, the draft law stipulates that teachers' salaries are ranked highest in the administrative career salary scale system and have additional allowances depending on the nature of the work and the region, in order to institutionalize the Party's policy in Conclusion No. 91-KL/TW dated August 12, 2024 on continuing to implement Resolution No. 29-NQ/TW on fundamental and comprehensive innovation of education and training.
The draft does not stipulate an increase of 1 starting salary level for teachers who are recruited and have their salaries arranged for the first time; at the same time, the Government is assigned to specify in detail.

In addition, there are also opinions suggesting reviewing the content and beneficiaries of support, allowance and subsidy policies to ensure consistency and avoid duplication; not regulating policies on public housing for teachers but complying with the provisions of the Housing Law.
Regarding this opinion, the National Assembly Standing Committee has received and directed the review and revision of the policy content and beneficiaries of the support and attraction regime as shown in Articles 26 and 27 of the draft law.
The policy on public housing for teachers does not conflict with the Housing Law, because this is a subject eligible to rent public housing according to the provisions of Point d, Clause 1, Article 45 of the Housing Law.
The draft law supplements the policy of supporting housing rent (equal to the rental price of public housing) in cases where teachers cannot arrange public housing or collective housing at work" - Mr. Vinh said.

Agree to reduce the retirement age for preschool teachers
Regarding the retirement regime for teachers, Mr. Nguyen Dac Vinh said that preschool teachers are currently not considered to be subjects working in arduous, toxic, or dangerous sectors and occupations.
However, preschool teachers performing special jobs are under great pressure in terms of work and working time; when they are old, it will be difficult to complete their tasks. Therefore, many opinions of National Assembly deputies and relevant agencies agreed to reduce the retirement age for preschool teachers according to the regimes stipulated in the draft law.
The National Assembly Standing Committee also believes that it is necessary and reasonable to stipulate that teachers with high qualifications, academic titles, and degrees; teachers working in specialized and specific fields and sectors can have their working and retirement time extended at a higher age, in order to take advantage of high-quality human resources, overcome the shortage of highly qualified teachers in some areas that the country needs development.
The draft law clearly stipulates the conditions for implementing this policy: When an educational institution has a need, teachers are healthy enough and voluntarily extend their working time, while meeting the standards and conditions of the educational institution.
During the extended retirement age, teachers at public educational institutions will not hold leadership or management positions and will not be allowed to retain leadership or management position allowances.
