On September 17, Politburo member and Deputy Prime Minister Nguyen Hoa Binh chaired a meeting with leaders of ministries, branches and agencies on the implementation and operation of the two-level local government model.
Reporting at the meeting, Minister of Home Affairs Pham Thi Thanh Tra said that regarding the improvement of the organization and apparatus, there are 465 specialized agencies under the People's Committees of 34 provinces and cities and 9,916 specialized departments under the People's Committees of 3,321 communes, wards and special zones that have been put into order and operate stably, smoothly and effectively.
Along with that, localities continue to organize specialized training courses in the fields (in-house service, finance, digital transformation, justice, land, etc.) for cadres and civil servants and continue to promote the rotation, transfer, and increase of cadres to grassroots levels such as: Hai Phong, Ho Chi Minh City, Da Nang, Bac Ninh, etc.
Regarding the reception and settlement of administrative procedures, technology infrastructure and digital transformation, the Minister of Home Affairs said that 3,139 Commune-level Public Administration Service Centers and One-level Public Administration Service Centers (Hanoi, Quang Ninh) have been operating stably and basically smoothly.
The rate of receiving and returning online records to people after more than 2 months (from July 1 to September 15, 2025) is about 6.6 million records, processed on time, which is 91%; more than 3 million online payment transactions with a total transaction amount of 1.7 trillion VND.
The synthesis of reports from ministries, branches and localities shows that up to now, 141,444 people nationwide have had decisions to quit their jobs (an increase of 34,732 people compared to the report on September 5, 2025), of which 102,378 people (a rate of 72.38%) have received money for policies and regimes.
According to the report of the Ministry of Finance, the total number of surplus houses and land that need to be handled is currently 15,927 (a decrease of 195 facilities compared to the report on September 5, 2025). Currently, 296/3,321 commune-level administrative units have not been equipped with cars.

Concluding the meeting, Deputy Prime Minister Nguyen Hoa Binh requested ministries and branches to urgently and proactively organize and implement the tasks that have been compiled by the Ministry of Home Affairs according to the plan of the Central Steering Committee on the organization of local government at 2 levels.

The Permanent Deputy Prime Minister welcomed the ministries that sent working groups to 34 localities; noted that according to their functions, tasks, and authority, for any remaining issues, the Ministries should focus on guiding localities to implement.
The Ministry of Finance urges the resolution of policies and regimes, the allocation of resources, facilities and equipment to localities. Of the 3,321 communes, there are currently 296 communes without cars, the Ministry of Finance needs to direct the early resolution of this problem.
The Permanent Deputy Prime Minister also requested a final settlement of the payment of policies according to Decree 178. The ministries focus on resolving and solving long-term tasks such as the issue of staffing, professional training, and headquarters.
