At about 10:30 p.m. on September 2, at km215 + 200 on the Vinh Hao - Phan Thiet Expressway, through Ham Liem Commune, Lam Dong Province, rainwater and sand were stagnant on the road in the North - South direction.

The incident made it difficult for vehicles to travel through this location, posing a potential risk of insecurity. Continuous heavy rain, some visibility is affected.
Recorded at the scene, the thick layer of sand and rainwater was stagnant, stretching along the road.
Most likely, this sand and dirt are from high-altitude soil along the road, so due to heavy rain, they have overflowed onto the highway. This location is about 7km from Ma Lam intersection (National Highway 28).

Immediately after the incident, the Traffic Police force of Highway Traffic Control Patrol Team No. 6 (Department 6, Traffic Police Department) was on duty at Ma Lam intersection, regulating vehicles from the North to the South from the highway, traveling along National Highway 28, to National Highway 1 to continue the journey.
This also coincides with the peak time when passenger buses take people from the provinces to Ho Chi Minh City to work after the September 2 holiday, so the traffic volume is very high.

Before the incident, the expressway management unit mobilized workers to the scene, used scrapers, scooped up a layer of sand and dirt to dump onto the roadside, and unclogged rainwater.
By 1:00 a.m. on September 3, the cleaning work on the highway had been completed. After that, the Traffic Police opened checkpoints, allowing cars to continue traveling north-south on the Vinh Hao - Phan Thiet Expressway from the Ma Lam intersection.
