Hanoi - Suffering from daily traffic jams at the intersection of Pham Tu Street and Provincial Road 70, people hope that the overpass project here will be completed soon.

The overpass at the intersection of Pham Tu - Provincial Road 70 - Xa La (Thanh Tri District) is an important item of the project to invest in the traffic route surrounding the memorial site of famous person Chu Van An (now Pham Tu Street) connecting from Ring Road 3 to Provincial Road 70.

While the 2.5km-long route connecting Ring Road 3 to Road 70 has been put into use since 2020, the overpass on Road 70 has yet to be completed.

The delay of the overpass project for many years has made the intersection of Pham Tu Street and Provincial Road 70 one of the traffic jam "black spots" in the city.

It is noted that since Pham Tu route was put into operation, a section of only 200 - 300m has two intersections at the following locations: Xa La intersection - Road 70 and the intersection with Road 70 and Pham Tu route.

During rush hour, the flow of vehicles pouring into the intersection makes this area feel "suffocated" at times.

"Sometimes it takes 15-20 minutes to cover a distance of less than 300m, it's extremely tiring" - Mr. Le Hong Hai (35 years old, Ha Dong district) complained.

Meanwhile, Road 70 is currently narrow, 7-8m wide, with no median strip separating the two directions, but many container trucks pass by, and cars and motorbikes are "lost" below.

Every day when he passes by here, Mr. Le Hong Hai witnesses the scene of trucks and containers driving on the road, forcing motorcyclists to the side of the road, making people feel scared as they drive.

"I hope the government will soon complete the construction of the overpass to completely resolve the above situation. We cannot let people suffer from traffic jams and accidents every day like this," said Mr. Hai.

According to Lao Dong reporter's investigation, the project to invest in the traffic route surrounding the Chu Van An memorial area was approved by Hanoi People's Committee under the BT (build - transfer) form in April 2011.

The project was contracted in 2014. It has been 10 years but the project has not been completed according to the signed contract.

Recently, the Hanoi Department of Transport has proposed that the City People's Committee direct the Department of Planning and Investment, investors and project enterprises to urgently complete the preparation, appraisal and approval of investment project adjustments.

Including comprehensive review and assessment of current existing issues of the project and receiving and updating opinions of inspection, examination and auditing agencies, ensuring completion in the fourth quarter of 2024.

While waiting for the completion of the approval of project adjustments, the policy is approved to temporarily sign an appendix to extend the implementation period of the BT contract until the end of the fourth quarter of 2024 to ensure continuity, legality, and a basis for investors, project enterprises and related units to focus on resolving and completing outstanding issues.
