Kim Lien Ward People's Committee, Hanoi City is deploying the installation of barriers to prevent motorbikes and cars from parking on the sidewalk in front of Dong Da Secondary School. This is an item under package No. 3 on maintenance and upkeep of the traffic sign system and road markings on streets, alleys, and lanes managed by the ward.
According to Mr. Nguyen Manh Cuong (resident of area C3 Kim Lien), previously the school gate area was often surrounded by cars, motorbikes and vendors. During school pick-up and drop-off hours, many parents parked their cars all over the road, causing congestion and traffic unsafety.

Representatives of Kim Lien Ward People's Committee said that before deployment, the situation of cars encroaching on sidewalks was common, especially during peak hours and at night, affecting pedestrians. This situation is concentrated mainly in the school area - where many students and parents pass by.
Notably, the Dong Tac - Luong Dinh Cua intersection area used to frequently experience urban disorder. Because it is located near major hospitals such as Bach Mai Hospital, Central Geriatric Hospital, Viet Phap Hospital and Central Dermatology Hospital, when the parking lots of these facilities are overloaded, many people tend to move to schools with wide sidewalks to park. Occupying public space not only damages infrastructure but also obscures the visibility of vehicles when participating in traffic at intersections, posing potential safety risks.

To overcome the above situation, Kim Lien Ward People's Committee has deployed the installation of sidewalk barriers in the area in front of Dong Da Secondary School and Hoa Sua Kindergarten. The item is to ensure that the sidewalk is for pedestrians, and at the same time arrange and plan parking areas for parents during child pick-up and drop-off hours.
We are piloting and evaluating the effectiveness to create a basis for replication in the ward; initially focusing on school areas and kindergartens. In the coming time, we will continue to expand the implementation in other areas, prioritizing school gates to ensure safety for students, and at the same time prevent the situation of cars encroaching on sidewalks during peak hours and at night," said the ward representative.
On March 19, recording in the area in front of Dong Da Secondary School, the construction and installation of barriers is being implemented. Representatives of Hung Long International Construction and Investment Co., Ltd. - the construction unit - said that the total number of piles expected to be installed on both sides of the road is 75 piles, including the area in front of Dong Da Secondary School and Hoa Sua Kindergarten.

It is expected that in the week, the unit will complete 100% of the installation of barrier piles in the Dong Tac - Luong Dinh Cua intersection area. After that, the remaining 24 piles will continue to be installed in the Hoa Sua Kindergarten area.
The pits after excavation but without installing piles are all warned by sandbags placed by the construction unit, ensuring safety for people when walking through the area.
Re-establishing order not only helps clear roads and sidewalks but also creates a safe space for students after school, contributing to improving the urban appearance.
According to Mr. Vuong Anh Tuan - official of the Kim Lien Ward Project Management Board, after the pilot phase, the Ward People's Committee will expand and deploy simultaneously at about 20 schools, including preschool, primary and secondary school sites, prioritizing the school gate area.
The sidewalk is a space for pedestrians, the area in front of the school gate serves parents to pick up children, but the situation of vehicle encroachment is still complicated. The installation of barriers is to ensure safety for students and parents. According to initial assessments, in the completed sections, barriers effectively prevent about 80–90% of cars from getting on the sidewalk," Mr. Tuan said.
