The working group of Road Traffic Police Team No. 11 - Hanoi Traffic Police Department organized patrols and handled cases of motorbikes deliberately going onto the highway.
In just about 1 hour of rush hour in the morning on Thang Long Avenue Expressway (in Hoai Duc District, Hanoi), dozens of violations were discovered and fined by the authorities.
It is worth mentioning that in many cases, when seeing the authorities turn the vehicle in the wrong direction, there is a high risk of traffic accidents.

"Because the service road below was too congested today, I went up here in time for work," Mr. V.H (Hoai Duc, Hanoi) explained to the authorities when his vehicle was stopped for handling.
Similarly, Mr. P.V.V (Thach That, Hanoi) admitted that he knew riding a motorbike on the highway was a violation but still went because he was afraid of being late for work.
Some other cases use the reason of congestion, not knowing the way... to justify their violations.

According to Captain Nguyen Van Thao - an officer of Road Traffic Police Team No. 1, driving motorbikes and rudimentary vehicles onto the highway is a violation of the Law on Road Traffic Order and Safety, posing a great risk of accidents.
To prevent violations, the unit has coordinated with local authorities to organize direct propaganda and through the loudspeaker system in communes where the expressway passes through, while maintaining patrol and control activities to promptly detect and strictly handle violations.
"Traffic participants need to pay attention to observe, comply with the road signaling system, absolutely do not drive motorbikes or mopeds onto the highway. Compliance with regulations contributes to ensuring personal safety and ensuring overall traffic order and safety on the entire route," said Captain Nguyen Van Thao.
According to Decree 168, drivers of motorbikes and mopeds entering the highway (except for vehicles used for management and maintenance) will be fined from 4,000,000 to 6,000,000 VND (average 5 million VND) and have 6 points deducted from their driving license.
In case of causing a traffic accident, the fine increases from 10,000,000 to 14,000,000 VND and the driver's license is deducted 10 points.
