On April 6, Deputy Director of Da Nang Department of Construction Luong Thach Vy signed a document requesting the People's Committees of wards and communes to urgently launch campaigns to thoroughly handle the situation of occupying sidewalks as places to place potted plants, signs, tables and chairs... causing urban unsightliness.
According to the Da Nang City Department of Construction, through monitoring the implementation of Directive No. 14-CT/TU and Plan No. 109/KH-UBND on strengthening urban order management and civilized lifestyle, the Department found that sidewalk clearing work on many roads in residential areas has not yet had positive changes.
Real-world surveys and images recorded by the patrol team show that the situation of households taking advantage of sidewalks to place ornamental plant pots, advertising signs, styrofoam boxes, stone tables and chairs... is still common. These obstacles not only obstruct pedestrians' walkways but also make the urban face untidy.


To seriously implement the policy of the City Party Committee and the City People's Committee, the Department of Construction requests the People's Committees of wards and communes to urgently request people to strictly comply with the dismantling, relocation and cleaning of obstacles on sidewalks.
The Department of Construction emphasized the regulation: Do not allow placing pots of plants, obstacles... close to house walls, fences, gates and alleys within the red boundary. The document also clearly states that for cases where people do not voluntarily collect, the People's Committees of wards and communes must have a collection plan to ensure the ventilation of the sidewalk.
Attached to the directing document, the Department of Construction also sent a list of violation images recorded in the first days of April 2026 on many roads such as: Cam Ba Thuoc, Tran Van Tru, Dao Xanh, Phan Van Thuat, Nguyen Chanh, Hoai Thanh, Pham Huu Kinh, Duong Khue...
In these areas, sidewalks are encroached upon by all kinds of items from large and small potted plants, iron shelves, to food and drink business signs. Even, some households encroach on the entire paved area for pedestrians to use as a business or for personal belongings.
