Expected to start construction at the end of April 2025
The CT.08 coastal expressway project, the section passing through Nam Dinh and Thai Binh provinces, is about 60.9km long, implemented under the form of public-private partnership (PPP), with 4 complete lanes, designed speed of 120km/h.
The starting point of the project is at Km19+300 at the beginning of the Day River overpass in Nam Dinh, in Nghia Thai commune (Nghia Hung district, Nam Dinh province); the end point is at Km80+200 at the intersection between the new National Highway 37 and the coastal road, in Thuy Trinh commune (Thai Thuy district, Thai Binh province).
The CT.08 expressway section through Thai Binh province is over 33km long, passing through 19 communes and 1 town of Thai Thuy and Kien Xuong districts. The project is expected to be implemented from 2023 - 2027 with a total investment of nearly VND 19,800 billion.
According to the approval decision, the project needs to reclaim about 538 hectares of land; of which: Agricultural land is about 453 hectares, residential land is about 8.9 hectares.

Currently, the two provinces of Thai Binh and Nam Dinh are focusing on site clearance (GPMB) and receiving very high consensus from the people, in which Thai Binh province strives to complete GPMB for agricultural land in the first quarter of 2025 and residential land in the fourth quarter of 2025.
Thai Binh province is also organizing bidding to select investors to ensure objective and transparent criteria in compliance with legal regulations, ensuring the selection of investors who meet the capacity and experience to implement the project, and is expected to start the project at the end of April 2025.

On the afternoon of March 14, during a working trip to Thai Binh province, Mr. Tran Van Son - Member of the Party Central Committee, Minister, Head of the Government Office - and a working group of Government members inspected the progress of the project's site clearance in Kien Xuong district.
Here, Minister and Head of the Government Office Tran Van Son acknowledged and highly appreciated the efforts of Thai Binh province in project implementation, including the province's proactive participation in site clearance work, and readiness to start the project.
Mr. Son suggested that immediately after selecting an investor, Thai Binh province should start the project soon to ensure the set progress and put the project into use soon.
Emphasizing the importance of the project, the Minister and Head of the Government Office affirmed that the task assigned to Thai Binh province is very heavy, so the province needs to proactively prepare plans to implement the project, especially the site clearance of remaining areas, proactively supplying filling materials to serve the project construction...

The people basically agree to hand over the site
The CT.08 coastal expressway project through Thai Thuy district is 16km long, passing through 8 communes, directly affecting more than 1,400 families and individuals with a reclaimed area of about 112 hectares; of which, agricultural land is about 90 hectares, residential land is about 3.8 hectares.
According to the leader of the Thai Thuy District Land Fund Development Center, regarding the agricultural land area, the compensation plan in 7/8 communes has been approved with a total cost of over 137 billion VND; expected to be approved in March 2025.
Regarding grave land, there are a total of 520 graves, of which 96 graves have owners, up to now, the district has moved 94/520 graves; about 420 graves without owners will be moved when implementing the project. The district has planned 3 resettlement areas and a cemetery expansion point in Thuy Lien, Thuy Binh, Son Ha, Thuy Son communes.
Regarding the converted land area, Thai Thuy district requested the Land Fund Development Center to coordinate with local authorities to develop reports on the origin, use process, and determine compensation subjects for site clearance according to regulations.

Mr. Dinh Ba Luong - Chairman of the People's Committee of Son Ha commune (Thai Thuy district) - said: "With the motto of being close to the people and close to the people, we have mobilized the entire political system to participate in propaganda, mobilization and resolving problems related to site clearance work. Up to now, the commune has completed the relocation of 46 46 46/46 owner- owned graves within the project scope; GPMB 210/477 households on agricultural land; for the remaining households, we are striving to complete the GPMB in March 2025".
