On May 13, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Hong Hai chaired a meeting with departments, branches, localities and investors to review the progress of implementation and disbursement of public investment capital at 2 expressway projects Tan Phu - Bao Loc and Bao Loc - Lien Khuong.
According to the report of Construction Investment Project Management Board No. 1, in 2026, Lam Dong province allocated about 700 billion VND of state budget capital for the Bao Loc - Lien Khuong expressway project and about 337 billion VND for the Tan Phu - Bao Loc expressway project. However, so far, neither project has disbursed any capital.
The main reason is that many construction documents are not complete, such as material exploitation documents, waste disposal sites, technical designs and construction drawings.
Currently, investors have only focused on machinery, leveling and clearing ground at some priority locations but have not been able to deploy the construction of key items.
For the Bao Loc - Lien Khuong expressway project, the investor is deploying machinery at 11 priority locations. Some items have been constructed since April 2026, the remaining items are expected to be deployed from June 2026 and completed in September 2027.
However, according to the assessment of Construction Investment Project Management Board No. 1, the capital absorption capacity of this project is currently quite low, only about 300 billion VND in 2026 due to the slow progress of completing legal documents and deploying construction compared to the set plan.
Meanwhile, the Tan Phu - Bao Loc expressway project has more positive progress. The investor is focusing machinery at Ly Thai To intersection and DT721 intersection to clear and level the ground; and at the same time complete the dossier to adjust the investment policy to expand the scale at 2 sections of the route Km72 - Km76 and Km108 - Km114.
According to the plan, these route sections will be deployed in May 2026. The investor is committed to disbursing the entire state capital allocated in the year if site clearance is handed over on schedule.
Vice Chairman of Lam Dong Provincial People's Committee Nguyen Hong Hai said that the capital absorption capacity of the Bao Loc - Lien Khuong expressway project in 2026 is still low and has not reached the set plan.
Therefore, Construction Investment Project Management Board No. 1 needs to focus on reviewing the capital absorption capacity of the Tan Phu - Bao Loc expressway project to proactively transfer appropriate capital sources, ensuring the public investment disbursement plan.
