Binh Thuan has Phu Quy island district, located more than 100km from the mainland, which is a key fishing area of the province with over 1,600 fishing vessels in operation. Of these, over 570 fishing vessels with a length of 15 meters or more regularly operate in the open sea, combining production with protecting the sovereignty of the sea and islands.
According to the Department of Agriculture and Rural Development of Binh Thuan province, currently, Phu Quy island district does not have a fishing port announced according to the 2017 Fisheries Law (regulations include 3 fishing ports: Type I fishing port, Type II fishing port, Type III fishing port).
On the island, there is currently a project for a storm shelter for fishing boats on Phu Quy Island, which is being invested in phase 2 (2021-2025) from central funding managed by the Ministry of Agriculture and Rural Development. According to the Prime Minister's implementation plan on approving the planning of the fishing port system and storm shelter for fishing boats for the period 2021-2030, with a vision to 2050, Phu Quy Fishing Port (type I fishing port) will be invested in the period 2026-2030.
Therefore, fishing vessels operating on Phu Quy Island face difficulties in implementing the regulation "Fishing vessels with a length of 6 meters or more must enter the port to unload products". In particular, fishing vessels with a length of 15 meters or more must comply with the regulation "The captain only allows fishing vessels to dock at ports listed in the list of designated fishing ports announced by the Ministry of Agriculture and Rural Development for fishing vessels operating from offshore areas". Meanwhile, the nearest designated port for offshore fishing vessels to dock is Phan Thiet fishing port, which is also located over 100 km from the island.
Currently, on the island, there is Phu Quy port managed by the Department of Transport of Binh Thuan province, which is a transport port for ships with a capacity of up to 1,000 DWT. At the same time, fishing boats of fishermen in Phu Quy district regularly dock at the port to unload products and receive fuel for their trips to exploit and purchase seafood at sea.
To solve the difficulties and shortcomings for fishing boats of Phu Quy district in implementing the regulations on docking at ports to unload products (especially the regulation that fishing boats operating in offshore areas must dock at designated fishing ports), the Department of Agriculture and Rural Development of Binh Thuan province proposed the Ministry of Agriculture and Rural Development and the Department of Fisheries to consider and approve Phu Quy port as a designated port for fishing boats operating from offshore areas to dock.
