On the afternoon of March 30, Mr. Nguyen Van Sang - Chairman of Quang Tin Commune People's Committee said that a traffic accident had just occurred in the area due to a motorbike hitting a stray dog and then colliding with a tractor-trailer, causing 2 people to be seriously injured.

According to initial information, the traffic accident occurred at about 7:22 pm on March 29, at Km 1938+350 of the Ho Chi Minh road, passing through hamlet 5, Quang Tin commune.
At the above time, a motorbike with license plate 61AA-296.93 driven by Mr. Nguyen Van So (29 years old), carrying Mr. Vo Van Duong (25 years old), also residing in Quang Tin commune, was traveling in the direction of Quang Tin commune to Kien Duc commune.
When arriving at the above location, the motorbike hit a stray dog running across the road, causing the vehicle to skid forward and collide with a tractor-trailer with license plate 49H-003. 29 driven by driver Nguyen Hoai Tan (45 years old, residing in Gia Lai province) traveling in the opposite direction.
As a result, Mr. So suffered multiple injuries, a broken left leg, a broken left femur, a broken cervical vertebra; Mr. Duong suffered a broken left femur, a broken left hand bone, a broken nose and was taken to the emergency room.
After the accident occurred, functional forces were present to regulate traffic and examine the scene to serve the investigation and clarify the cause.
According to Article 7 of Decree 144/2021 of the Government on violations of public order regulations, the act of letting pets roam freely in urban areas or public places, allowing pets to encroach on roads, sidewalks, common living places in residential areas, urban areas or unintentionally causing injury or harm to the health of others will be subject to a warning or a fine of 300,000 - 500,000 VND.
In case the owner lets the pet cause injury or property damage to other organizations or individuals, they may also be fined 1,000,000 - 2,000,000 VND.
