On the afternoon of March 30, the 11th Ca Mau Provincial People's Council, term 2026 - 2031, continued to work in the first session, elected key positions and decided many important contents.
At the meeting, delegates conducted personnel work under their authority. As a result, Mr. Lu Quang Ngoi - Chairman of Ca Mau Provincial People's Committee for the term 2021 - 2026 - continued to be trusted to be elected to hold the position of Chairman of Ca Mau Provincial People's Committee for the term 2026 - 2031.
The Provincial People's Council also elected 5 Vice Chairman of the Provincial People's Committee including Mr. Lam Van Bi, Nguyen Minh Luan, Le Van Su, Huynh Chi Nguyen and Ngo Vu Thang.
The People's Council also elected 12 members of the Provincial People's Committee who are leaders of key departments and branches: Mr. Ho Viet Trieu - Director of the Provincial Police; Mr. Nguyen Phuong Bac - Director of the Department of Science and Technology; Mr. Du Minh Hung - Director of the Department of Construction; Mr. Nguyen Chi Thien - Director of the Department of Industry and Trade; Mr. To Hoai Phuong - Director of the Department of Agriculture and Environment; Mr. Nguyen Quoc Thanh - Director of the Department of Culture, Sports and Tourism; Ms. Nguyen Thu Tu - Director of the Department of Ethnic Minorities and Religions; Mr. Hoang Phuong Thao - Chief Inspector of the province; Mr. Le Van Ngoi - Chief of Office of the Provincial People's Committee; Mr. Huynh Cong Quan - Director of the Department of Finance; Mr. Nguyen Chi Thanh - Director of the Department of Health; Mr. Nguyen Van Nguyen - Director of the Department of Education and Training.
People's Council delegates also elected People's Assessors of the Provincial People's Court and the Regional People's Court according to the provisions of law.
In addition to personnel work, the session considered and approved a number of important resolutions such as: establishing Boards of the Provincial People's Council; plan to organize regular meetings in 2026.
Mr. Lu Quang Ngoi was born in 1972, native of Tien Giang (now Dong Thap), with a degree in Economic Law, Master of Party and State Government Construction, and Doctor of Political Science.
Before being elected as Chairman of Ca Mau Provincial People's Committee, he held many positions in Vinh Long province such as: Deputy Director, Director of the Department of Labor, Invalids and Social Affairs; Secretary of Tam Binh District Party Committee; Deputy Chief of the Provincial Party Committee Office; Vice Chairman in charge of the Provincial People's Committee; Chairman of the Provincial People's Committee.
In November 2025, he was transferred and appointed by the Secretariat to hold the position of Deputy Secretary of the Ca Mau Provincial Party Committee for the term 2025 - 2030. After that, he was elected by the 10th Ca Mau Provincial People's Council to hold the position of Chairman of the Provincial People's Committee for the term 2021 - 2026 and continued to be trusted to be elected as Chairman of the Ca Mau Provincial People's Committee at this session.
