5 businesses with valid dossiers
The Ministry of Finance has just sent an official dispatch to the Ministry of Public Security and the State Bank of Vietnam to collect opinions on dossiers requesting licenses to provide services for organizing the cryptocurrency market.
According to the Ministry of Finance, implementing Resolution 05/2025/NQ-CP of the Government on piloting the cryptocurrency market in Vietnam, so far this agency has received 7 registration dossiers for licensing.
Through review, 5 dossiers were fully and validly evaluated according to regulations, including: VIX Crypto Asset Trading Joint Stock Company; Loc Phat Vietnam Crypto Asset Trading Joint Stock Company; Vietnam Thinh Vuong Crypto Asset Trading Joint Stock Company; Techcom Crypto Asset Trading Joint Stock Company; Vietnam Digital Assets Joint Stock Company.
According to regulations, the Ministry of Finance presides over and coordinates with the Ministry of Public Security and the State Bank to select a maximum of 5 organizations providing encrypted asset services. On that basis, the Ministry has requested relevant agencies to contribute opinions on the above 5 dossiers before considering official licensing.
The Ministry of Finance also said that it will coordinate with relevant units to inspect the meeting of conditions on facilities and personnel before approving licensing for qualified organizations.
Among the valid dossiers, VIX Cryptographic Asset Trading Joint Stock Company (VIXEX) has a charter capital of VND 1,000 billion, with Mr. Nguyen Thanh Que as General Director.
Loc Phat Vietnam Coding Asset Trading Joint Stock Company (LPEX) has a charter capital of 6.8 billion VND, with Mr. Nguyen Duy Phong as General Director; the shareholder structure includes Mr. Duong Van Quyet holding 40%, Ms. Nguyen Thi Bich Ngoc 30% and Mr. Vu Phat Dat 30%.
Vietnam Prosperity Indexed Asset Trading Joint Stock Company (CAEX) has a charter capital of 25 billion VND, with Mr. Nguyen Hong Trung as General Director; founding shareholders include VPBank Securities Joint Stock Company (11%), LynkID Joint Stock Company (50%) and Future Land Investment Co., Ltd. (39%).
Techcom Coding Asset Trading Joint Stock Company (TCEX) has a charter capital of 101 billion VND, with Mr. Nguyen Xuan Minh holding the position of Chairman of the Board of Directors and Ms. Doan Mai Hanh as General Director; in which Mr. Nguyen Xuan Minh owns 89% of capital.
Vietnam Digital Assets Joint Stock Company has a charter capital of 1,000 billion VND, with Ms. Ngo Thi Thanh Huyen as General Director; shareholders include Sun Group Joint Stock Company holding 64%, Doi Moi Information Technology Service Co., Ltd. 35% and Oil and Gas Securities Joint Stock Company 1%.
2 businesses do not meet application requirements
The Ministry of Finance said that 2 incomplete and valid dossiers are Dolphinex Encrypted Asset Services Joint Stock Company (DOLPHINEX) and SSI Digital Technology Joint Stock Company (SSID).
For DOLPHINEX, the dossier still has some points that do not ensure legal regulations. The company's charter has not clearly defined the effective date, and there is also a lack of information about the founding shareholders according to the provisions of the Enterprise Law. Some documents related to personnel in the technology department are also incomplete.
For SSI Digital Technology Joint Stock Company (SSID), the license application does not provide complete information about the 6 members of the Board of Directors according to the prescribed form. The dossier on the charter and personnel of the enterprise also does not meet the requirements in Resolution 05.
According to regulations, only complete and valid dossiers are allowed to continue to be considered and evaluated to select a maximum of 5 units to participate in the pilot market for encrypted assets.
