Agribank and the journey with the whole country to complete the goal of the program to eliminate temporary and dilapidated houses

Eliminating temporary housing is a major policy of the Party and State in the issue of ensuring social security. In recent years, this policy has received strong direction from the Party, the Government and all levels of sectors and localities. According to statistics, from hundreds of thousands of temporary and dilapidated houses, by early August 2025, the whole country only had 600 houses. To achieve such "miraculous" numbers, it is necessary to have the cooperation, companionship and dedication of the business community. In particular, Agribank has emerged as one of the banks and enterprises that are always active, playing a pioneering role in the emulation movement to eliminate temporary and dilapidated houses of the Government.

More than a year ago, on the morning of April 13, 2024, in Hoa Binh province, Prime Minister Pham Minh Chinh launched a joint emulation movement "Eliminate temporary and dilapidated houses" nationwide. The fact that Prime Minister Pham Minh Chinh is the Head of the Central Steering Committee for the implementation of the elimination of temporary and dilapidated houses nationwide shows the determination in action of this emulation movement.

Speaking at the launching ceremony, Prime Minister Pham Minh Chinh affirmed that the emulation movement to join hands to "eliminate temporary and dilapidated houses nationwide is to concretize Resolution 42, with the goal of mobilizing the construction and repair of 170,000 houses for poor and near-poor households nationwide from now until the end of 2025.

With the strong determination of the Party, State, and the Vietnam Fatherland Front, the great efforts and drastic actions of the business community and people, I believe that the emulation movement of "eliminating temporary and dilapidated houses" across the country with profound and noble humanitarian significance will receive the active response and support of organizations, individuals, the whole society and the entire people, Prime Minister Pham Minh Chinh emphasized.

Accordingly, the key task of the movement to eliminate temporary and dilapidated houses is to strive to complete the task of eliminating temporary and dilapidated houses in 2025; Promoting the resources of the State, society, businesses and the entire people; Promoting the fine tradition and culture of the nation in the spirit of mutual love of "the healthy leaves cover the torn leaves" "the torn leaves cover the torn leaves" to have enough resources to successfully achieve the set goal. Ensure appropriate and effective regulations, mechanisms and policies to implement the program; Ensure informal, quality of works and the right beneficiaries; Ensure effective use of resources, make transparent, prevent negativity and waste.

Prime Minister Pham Minh Chinh affirmed that ensuring social security and sustainable poverty reduction is a major and consistent policy of our Party and State. In recent years, the Party and the State have paid attention to prioritizing resource allocation, directing the synchronous implementation of solutions from supporting infrastructure investment, socio-economic development, improving people's living standards and have achieved important results. Vietnam has completed the United Nations' Millennium Development Goal on hunger eradication and poverty reduction early; and is considered by the international community to be a model of poverty reduction in the world. The above results have great significance, affirming the will and high determination of the entire Party and people in the fight against hunger and poverty reduction; demonstrating the superiority and good nature of our regime.

The Prime Minister's speech is like a call to arms, arousing the spirit of mutual love, the healthy leaves cover the torn leaves that have "eaten deeply and stuck to the roots" in the cultural traditions of the Vietnamese people. Immediately after the launch of Prime Minister Pham Minh Chinh, ministries, branches, localities, the business community, and benefactors across the country took drastic and enthusiastic action, taking practical actions.

According to statistics from the Ministry of Ethnic Minorities and Religions, as of August 2025, 4 more localities have started construction to complete the removal of 100% of dilapidated temporary houses: Thai Nguyen, Ninh Binh, Dak Lak, Da Nang City. To date, 27/34 localities have completed the elimination of dilapidated temporary houses. This movement is still taking place urgently and drastically because August 31 is the deadline for completing the program to eliminate temporary and dilapidated houses according to the Government's emulation movement.

Previously, according to the reported data of localities on software updated until July 8, 2025, the whole country supported the removal of temporary and dilapidated houses with 264,522 apartments (including: Inauguration of 229,328 apartments and started construction, under construction of 35,194 apartments). Up to this point, the whole country has only 600 temporary and dilapidated houses.

Regarding funding, the total resources mobilized (central budget, local budget, socialized mobilization) up to this point have been over VND 17,802 billion; mobilized over 113,400 people with over 1 million working days for the work of eliminating temporary and dilapidated houses nationwide. The total savings of 5% of regular expenditures allocated by the State budget to support localities in implementing the elimination of temporary and dilapidated houses is more than VND 4,424 billion.

Among the enterprises actively participating in preventing the movement to eliminate temporary and dilapidated houses, Agribank has emerged as a pioneer in social security work. Over the past 37 years of construction and development, closely associated with people in general and farmers in particular, Agribank has understood their difficulties. Agribank also understands its responsibility in social security, providing shelter for the poor, leaving no one behind.

The clearest evidence of this spirit of Agribank is practical actions with profound humanistic meaning. Specifically, on October 5, 2024, in Hanoi, Prime Minister Pham Minh Chinh chaired a program to launch support for the elimination of temporary and dilapidated houses nationwide with the theme "Warm home for my compatriots". At the program, with each house being a home, Agribank donated 100 billion VND, with the desire to join hands with the political system to complete the plan to eliminate temporary and dilapidated houses for poor and near-poor households.

Previously, on April 15, 2024, in response to the launching ceremony of the emulation movement of the whole country joining hands to "eliminate temporary and dilapidated houses" in 2025, in Da Bac district, Hoa Binh province, Agribank sponsored 20 billion VND to contribute to the construction and repair of houses for poor and near-poor households, for the goal of eliminating temporary and dilapidated houses nationwide in 2025.

On July 1, 2025, with the mission of "Bank for the Community", Agribank donated 02 billion VND to eliminate temporary and dilapidated houses in Tuyen Quang province. And on May 17, responding to the Prime Minister's call and the launch of the State Bank of Vietnam, Agribank's staff and employees actively donated one day's salary to join hands to eliminate temporary and dilapidated houses, bringing solid and warm shelters to thousands of poor households across the country. The amount of 12.8 billion VND donated by Agribank's staff and employees at transaction points in remote areas, to headquarters... demonstrated the spirit of sharing and kindness that has spread strongly, contributing to realizing the goal of building new houses - houses of hope, of a new, more spacious and safer life for disadvantaged households.

Up to now, according to statistics, Agribank has supported the program to build houses of gratitude, houses for the poor, solidarity houses, and eliminate dilapidated temporary houses with a total cost of 254.1 billion VND. Specifically, in 2024, Agribank spent VND 198.1 billion in provinces and cities such as Ho Chi Minh City (VND5.3 billion), Lang Son (VND10.2 billion), Lam Dong (VND5.2 billion), Bac Kan (now Thai Nguyen, VND6.4 billion), Cao Bang (VND10.4 billion), Tuyen Quang (VND5.6 billion), Quang Nam (now Da Nang City, VND6 billion), Long An (now Tay Ninh, VND5 billion), Son La (VND5 billion), Dak Nong (now Lam Dong, VND4.2 billion), Dak Lak (VND15 billion), supporting through the Vietnam Fatherland Front Committee for social security funding in the program Joining hands to eliminate temporary and dilapidated houses nationwide (VND20 billion); Supporting poor households and eliminating poor households according to the Prime Minister's program (VND100 billion).

Then, in 2025, Agribank supported the construction of houses of gratitude and solidarity to eliminate temporary houses with a total amount of 55.6 billion VND. Specifically: Ben Tre province (now Vinh Long, 4.2 billion VND), Lam Dong (500 million VND), Hung Yen for the first time (5 billion VND), Hung Yen for the second time (3.5 billion VND), Dak Nong (1.2 billion VND), Southwest region (25 billion VND), Tien Giang (now Dong Thap, 1.2 billion VND), Thanh Hoa (15 billion VND).

Not only demonstrating its pioneering role in the emulation movement to eliminate temporary and dilapidated houses launched by the Government, Agribank has been promoting its responsibility and role as a bank for its community. Every time Tet comes, the entire Agribank system spends 100 billion VND to support the care of the poor and policy families across the country with the hope that everyone and every family can celebrate Tet happily and fully.

Not stopping there, every year, Agribank spends over 500 billion VND on meaningful social security activities such as: sponsoring the construction of gratitude houses for the poor, policy families, and families in difficult circumstances; building schools, medical stations, and traffic works; giving gifts to poor households, near-poor households, war invalids, martyrs, and people with revolutionary contributions; caring for Vietnamese Heroic Mothers; supporting poor students to overcome difficulties and improve their lives...

37 years of establishment and development, Agribank has always affirmed its position and role as a leading commercial bank, a key force in implementing the policies and guidelines of the Party, State, and the banking industry; steadfast in its mission of providing credit capital and banking services to serve the socio-economic development of agricultural and rural areas, accompanying farmers and the business community across the country. Agribank always maintains the ratio of outstanding loans in the agricultural and rural sectors at about 65-70% of the bank's total outstanding loans, accounting for the largest market share in agricultural and rural investment credit in Vietnam with many effective and creative credit programs, in line with reality, contributing significantly to realizing the Party and State's policies and guidelines on poverty reduction, new rural construction, agricultural and socio-economic development of the country.
