Resolution No. 68-NQ/TW on private economic development of the Party Central Committee issued on May 4, 2025 affirms that the requirement for private economic development has truly become an important driving force for a socialist-oriented market economy. This is not only a major policy but also a guideline for the actions of all levels, all sectors, especially financial institutions and banks - the "favorites" that provide resources for businesses. In that general context, Agribank is not only a simple state-owned commercial bank but also a strategic partner, a responsible pioneer in realizing Resolution 68-NQ/TW. From the position of a bank serving the "Three Farmers", Agribank is not only a "friend of farmers" but is becoming a reliable companion of the private economic sector, especially in remote areas, where there are many challenges in accessing capital and financial services.

Promoting capital flows, unlocking private economic potential

When Resolution 68-NQ/TW emphasizes "state economy, collective economy, private economy play a core role in building an independent, self-reliant, self-reliant economy associated with extensive, substantial, and effective international integration, helping the country escape the risk of falling behind and rising to prosperous development"... in the face of that important driving force, Agribank affirms to always reserve resources to support the private economy, especially small and medium-sized enterprises.

Agribank's investment credit capital for the private economic sector has always been focused on with the proportion of investment credit accounting for about 80% of total outstanding loans, equivalent to nearly 1.4 million billion VND. Of which, private-sector enterprises with a scale of over 400 trillion VND account for about 90% of outstanding loans to corporate customers and have increased by more than 25% over the past 5 years.

With a spirit of innovation and responsibility, Agribank has implemented many practical solutions that are highly effective in supporting the private economy in general and SMEs in particular. These solutions are built on the foundation of a deep understanding of the needs of businesses, especially the characteristics of agricultural and rural areas.

Continuing to implement the guiding viewpoint of promoting and diversifying capital sources for the private economy of Resolution 68-NQ/TW, in 2024, the bank has implemented 20 preferential credit programs, most of which are aimed at customers in the private economic sector. Since the beginning of 2025, Agribank has implemented 9 preferential credit programs for many groups of subjects, mainly focusing on key areas such as import-export, production and business, small and medium enterprises. At the same time, Agribank also expanded consumer lending and supported business households.

Specifically, Agribank has implemented a preferential credit program for small and medium-sized enterprise customers in 2024 with a scale of up to VND 70,000 billion (up from VND 50,000 billion from October 22, 2024). Enterprises participating in this program enjoy preferential interest rates lower than the normal lending interest rate floor by up to 1.5%/year.

At the same time, Agribank also has many programs for private economic households, including import-export enterprises, consumer production and business with interest rates 1-2% lower than normal lending. These flexible credit packages not only have attractive interest rates but are also accompanied by a shortened credit approval process, simplifying application procedures, helping businesses access capital quickly.

In particular, Agribank is also a pioneer bank with a capital of VND50,000 billion to implement a lending program to encourage the development of high-tech agriculture, clean agriculture, and reduce lending interest rates from 0.5%/year to 1.5%/year for customers participating in the agricultural production chain.

Along with that, digital transformation and smart finance are top priorities of Agribank. Agribank has been implementing digital transformation with a consistent orientation: taking customers as the center. Agribank's E-Mobile Banking application has become a powerful tool, allowing customers to perform many transactions with just a few steps on the phone, from opening an online account through electronic identification technology to paying bills, transferring money...

Agribank also launched the Agribank Plus application in mid-2024, designed according to 4 "PLUS" criteria: Excellence (Prime), Leadership (Leading), United and Smart to increase convenience and improve customer experience.

Agribank is also actively implementing the SME customer segment in the digital banking system, with specialized features, optimizing user experience, while promoting cashless payments in rural areas, helping business households and small businesses easily transact and make cash flow transparent.

In addition to capital and digital solutions, Agribank is also a pioneer in the field of ESG and supporting green business. Agribank continuously increases the proportion of green credit in total outstanding loans. Agribank prioritizes renewable energy projects, clean production, organic agriculture and circular economic models.

Not only providing capital, Agribank also organizes programs to guide businesses to apply basic ESG to access credit, helping businesses increase their reputation and brand value. At Agribank, of the 42,485 customers with outstanding loans for green areas, 96% of the total customers (40,736 customers) are in the sustainable forestry sector. The value of the sustainable forestry sector reached VND6,805 billion, accounting for 24.5% of total outstanding green credit and ranking second in proportion. Outstanding loans in the renewable energy and clean energy sectors are at the top with a lending value of VND15,330 billion, accounting for 55% of total outstanding green credit. The green agricultural sector with outstanding loans of VND 5,540 billion accounts for 20% of total outstanding loans of green credit.

Up to now, total outstanding green credit of Agribank has reached VND 28,774 billion. Of which, renewable energy accounts for more than 53%, sustainable forestry nearly 24%, the rest is green agriculture. With activities that have been and are being implemented, Agribank's outstanding loans for green sectors have grown steadily over the years.

Along with the above solutions, the bank continues to have close relationships with localities and sectors in connecting business associations, cooperatives, cooperative groups, and industry associations to grasp practical needs. Agribank participated in the Dialogue Conference, connecting banks - Enterprises, cooperatives, and production and business households in the agricultural sector in 2024, signing to support 12 customers with a total outstanding debt of more than 70 billion VND.

At the end of 2024, Agribank's total assets reached 2.2 million billion VND, an increase of nearly 10%; capital reached over 2 million billion VND, an increase of 7.6%; outstanding loans to the economy reached over 1.7 million billion VND, an increase of 11% compared to the previous year. In particular, the proportion of outstanding credit in the agricultural and rural sectors remains above 65%, showing steadfastness in the orientation of serving "Three Farmers" to support businesses and family businesses.

In addition, Agribank's credit growth in 2024 is higher than the target set at the beginning of the year and much higher than the growth rate in 2023, affirming the effectiveness of preferential credit programs, including 17 preferential credit programs with a total scale of 457 trillion VND for customers. Financial access in rural and mountainous areas has been significantly improved.

Not only the numbers, Agribank's success is also clearly demonstrated through stories, startup examples arising from the bank's own capital and support. A typical example is the story of Loan Hoan Seafood Agricultural, Purchasing and Import-Export Cooperative (Loc Ha, Ha Tinh) thanks to loans from Agribank, which has more opportunities to expand production scale. Originally a small cooperative, facing many difficulties, but thanks to Agribank's flexible credit package for investment and expansion of production scale, the cooperative has transformed into a high-tech agricultural model. Currently, the Cooperative's products not only provide the domestic market but also export products, bringing in large annual revenue.

Or the story of Mr. Le Van De, a business household in Duc Hoa - Long An, who invested about 600 million VND in a high-tech aquaculture model, including 300 million VND borrowed from Agribank.
