Vice Chairman of the People's Committee of Bac Ninh province Pham Van Thinh has just signed Decision No. 93/2025/QD-UBND promulgating the Regulations on coordination in inspection, examination and supervision of multi-level business activities in Bac Ninh province.
The regulations stipulate the principles, content, methods, and responsibilities for coordination in inspection, examination, and supervision of multi-level business activities in Bac Ninh province; applicable to departments, branches, and sectors; People's Committees of communes and wards; Provincial Consumer Protection Associations and organizations and individuals operating at the multi-level level.
Accordingly, the Department of Industry and Trade is responsible for updating and publishing the list of enterprises operating multi-level sales; presiding over inspections; coordinating supervision; handling or recommending handling of violations.
The Provincial Inspectorate presides over the development and coordination of inspection plans; establishes an interdisciplinary inspection team for complex cases.
The Provincial Police monitor, detect, prevent, and handle violations; supervise branches, offices, business locations, multi-level sales participants, and workshop and training activities.
The Provincial Tax Department inspects business activities using the multi-level method according to tax laws; publicly announces the inspection results.
Relevant departments coordinate inspection, examination and supervision according to management fields; build data, update information to serve inspection and examination work.
Commune-level People's Committees inspect multi-level business activities; coordinate inspection, examination, and supervision of multi-level sales activities; detect and report violations; establish an inspection team to protect consumer rights.
Multi-level sales enterprises coordinate to implement the requirements of competent authorities; supervise multi-level sales participants; provide access to information technology systems as requested in writing from competent authorities.
