Accordingly, Bac Ninh Provincial Tax Department is assigned to preside over and coordinate with departments, branches, and localities to effectively implement solutions to promote electronic payments.
The focus is on promoting the application of electronic invoices initiated from cash registers connected to tax authorities, especially in the fields of retail, food and beverage, services, commercial centers, traditional markets and business households and individuals with direct transactions with consumers.
Along with that, the tax authority will strengthen inspection, data analysis, and cross-check transaction information from banks and intermediary payment units to promptly detect and handle cases of failure to declare, incomplete declaration of revenue, tax evasion, and tax fraud according to regulations.
The State Bank of Vietnam Branch Region 12 strengthens inspection, supervision, and anti-money laundering in banking operations; and at the same time develops payment infrastructure and technology, directing credit institutions to diversify non-cash payment products and services.
Banks are also required to coordinate with tax authorities in providing and exchanging payment data to serve tax management and combat budget revenue loss.
The Department of Industry and Trade presides over the strict management of e-commerce platforms and online business platforms, requiring the provision of synchronous payment solutions and sharing revenue data with tax authorities. At the same time, organize programs such as "Moneyless Payment Month", "Moneyless Market" to form a civilized and transparent transaction habit in the community.
The Provincial Police coordinate with relevant units to strengthen the detection, investigation and handling of violations of the law in the field of taxation, especially acts of tax evasion and fraud through cash payments or the use of personal accounts.
In addition, Newspapers and Radio and Television promote propaganda about the benefits of non-cash payments, using electronic invoices, and at the same time promptly reflect and warn about violations to raise the awareness of compliance of people and businesses.
People's Committees of communes and wards are responsible for coordinating to review and mobilize 100% of business households in markets and street-front business households to affix QR codes for payment; strengthen propaganda at the grassroots level, and include non-cash payment criteria in periodic emulation evaluations.
