On September 12, 2026, at PTSC Center for Energy Industry and Technical Logistics, Ho Chi Minh City, a congratulatory ceremony was held to complete the work of bringing four offshore transformer stations under the Baltica 2 Project to barges and transporting them out of port.
The event marked an important stage that was completed safely and on schedule, with close coordination throughout the implementation process between PTSC Marine Mechanical Services Co., Ltd. (PTSC M&C) and partners Semco Maritime, Ørsted, PGE. PTSC M&C is directly under Vietnam Oil and Gas Technical Services Corporation (PTSC), a member unit of Vietnam National Group of Industry - Energy (Petrovietnam).
Baltica 2 is an offshore wind power project developed by Ørsted (Denmark) and PGE (Poland) in the Baltic Sea, off the coast of Poland. The project has a capacity of about 1.5 GW, including 107 turbines and four offshore substations (OSS), each station 375 MW.
It is expected that from the fourth quarter of 2027, the project will supply electricity to about 2.4 million Polish households, contributing to promoting energy transition in Europe. The construction of four transformer stations in Vietnam marks a new step forward for PTSC M&C in the international offshore wind power supply chain.
In June 2023, the Semco Maritime - PTSC M&C consortium was awarded an EPC contract for four transformer stations, from design, procurement, construction to trial run. The package includes four transformer stations and four module support frames, with a total volume of about 16,000 tons.
PTSC M&C undertakes manufacturing, installation, completion and onshore testing in Vietnam. Currently, two stations are on their way to Europe; the remaining two stations have been loaded onto barges at PTSC port. According to the plan, installation and connection offshore Poland will begin from November 2026.
To be selected, PTSC M&C must meet strict requirements on technology, quality, safety and progress. Experience from offshore oil and gas and wind power projects along with facilities, manufacturing teams and cooperation with Semco Maritime are the foundation for businesses to participate in Baltica 2.
The simultaneous deployment of four transformer stations requires tight production organization. Each station integrates many high-voltage electrical equipment, control, protection and telecommunications, in a limited space.
Notably, PTSC M&C deploys Baltica 2 while the manufacturing yard is simultaneously constructing 7 other large projects. The enterprise has upgraded infrastructure, optimized elevation, painting, and assembly areas. At peak times, more than 2,000 engineers and workers along with the subcontractor system are coordinated and controlled technical interfaces on four parallel projects.
One of the major tests is the structural protection paint work. The manufacturing project in Vietnam must meet the conditions of high frost and corrosion in the Baltic Sea for decades.
The "Professional" spirit of Petrovietnam workers is shown through about 120,000 m2 of surface constructed in a strictly controlled environment, with a dehumidification, ventilation system and strict acceptance process.
Overcoming two rainy and stormy seasons, the construction team still ensures the quality of the coating and progress. The installation, connection, and trial run of the high-voltage power system right on the shore helps detect technical errors early, reduce risks and costs when constructing offshore.
Completing the manufacturing and trial run in conditions of deploying many projects at the same time shows PTSC M&C's capacity to organize production, allocate resources and control quality according to international standards.
The project results are also associated with the cooperation between PTSC M&C, Semco Maritime, Ørsted and PGE. Mr. Steen Brodbæk, Chairman and General Director of Semco Maritime, assessed that the two sides always show high commitment, transparent cooperation, creating quality projects and meeting customer requirements.
Expanding the international market, affirming Vietnam's EPC capacity in offshore wind power
According to Mr. To Ngoc Tu, Director of PTSC M&C, Baltica 2 is special because this is the first time a offshore wind power project participated by a business has been exported from Vietnam to Europe. "This is a journey to bring PTSC M&C's experience, capacity and aspirations to one of the most demanding markets in the world," he shared.
The project helps PTSC M&C strengthen the trust of international investors, improve competitiveness and accumulate experience in managing many substations, coordinating contractors, meeting the requirements of the European market. This is also the foundation for businesses to standardize EPC processes, develop teams and prepare for larger projects.
The success of Baltica 2 contributes to improving PTSC's ability to provide offshore wind power technical services, while expanding the presence of PTSC and Petrovietnam in the international energy market. The participation in the EPC consortium shows that industrial capacity and technical services accumulated from oil and gas are continuing to promote value in the renewable energy supply chain.
The results show that Vietnam's industry - energy has the ability to meet large-scale wind power projects in the world. From domestic production facilities, Petrovietnam's team of engineers and workers is contributing to bringing Vietnamese energy technical products and services into the offshore wind power supply chain, contributing to the global energy transition process.
