Demand for reclaimed land increases sharply
The amount of embankment soil serving large projects being implemented in Dung Quat Economic Zone currently amounts to more than 5 million m3. In which, the Dung Quat Oil Refinery Upgrade and Expansion project alone needs nearly 3 million m3.
Currently, projects are accelerating the construction progress of land leveling items. Therefore, licensed soil mines serving the project must increase exploitation capacity. Every day, hundreds of trucks transport filling soil to the construction site to serve construction.

The Dung Quat Oil Refinery Upgrade and Expansion Project has an area of more than 51 hectares, with a total investment of about 36 trillion VND, invested by Vietnam National Refinery and Petrochemical Group. In which, the ground leveling package has a total value of more than 369 billion VND, with a construction period of 10 months from February 2026.
The Project to Upgrade and Expand the Traffic Infrastructure System in Dung Quat Economic Zone is invested by the Provincial Traffic Construction Investment Project Management Board, with a total investment of 350 billion VND. The total length of the route is 9.6 km, the expected volume of embankment soil is about 90 thousand m3. Initially, the soil source was expected to be utilized from stone mines in the area.
According to Mr. Dao Anh Tuan, Commander of the construction site of the Dung Quat Economic Zone Traffic Infrastructure System Upgrade and Expansion Project, the soil quality here is low, not meeting the K95, K98 pavement standard requirements of the project, so it cannot be used for the project.
The contractor is coordinating with the investor and relevant agencies to survey and complete the application for land use in Tho Phong commune. The land source for construction is utilized from the volume of excavation and embankment right within the project scope, in accordance with the approved technical standards.
Focus on completing procedures for auctioning 10 land mines
According to Mr. Do Tam Hien, Vice Chairman of Quang Ngai Provincial People's Committee, the province has approved the Plan to auction the right to exploit minerals as ordinary construction materials in Dung Quat Economic Zone. At the same time, assigning the Department of Agriculture and Environment to preside over and coordinate with departments, branches and localities to organize auctions of 10 soil and rock mines in the near future.
The purpose of the auction is to manage, exploit and use mineral resources reasonably and effectively; increase revenue for the state budget; meet the demand for ordinary construction materials for works and projects serving socio-economic development in Dung Quat Economic Zone and surrounding areas.

All 10 soil and rock mines put up for auction this time are consistent with the planning for exploration, exploitation, processing and use of minerals. The total area of the mines is nearly 86 hectares, located in Van Tuong, Dong Son and Tho Phong communes.
Among these, there is 1 stone mine, Nui Dau, in Van Tuong commune, with an area of 17.5 ha; the rest are 9 soil mines. Specifically, Van Tuong commune has 7 soil mines including: Phu Long 1, Doc Hong, Nui Xuyen, Dong Dat Mia, Van Tuong, Bau Gam and Nui Chay.
Dong Son commune has 1 soil mine, Hoc Cao mountain, belonging to Tham Hoi 3 village. In addition, Go Mang soil mine is located in Tho Phong and Dong Son communes.
Implementing the tasks assigned by the province, Mr. Dang Tran Huan, Deputy Director of the Department of Agriculture and Environment, said that the Department is focusing on completing procedures to put the mines up for auction, expected in the third quarter of 2026.
