Breakthrough in disbursement of public investment capital
Binh Duong province is implementing many regional transport infrastructure investment projects. In 2024, despite great attention and determination in directing and operating, the province's public investment disbursement was low compared to the same period. As of December 10, 2024, the value of public investment disbursement was VND 9,000 billion, reaching about 60% of the plan assigned by the Prime Minister.
The reason for the low disbursement of public investment capital is related to the problems related to compensation, site clearance, resettlement, and slow issuance of land prices. Binh Duong Provincial People's Committee said that the provincial leaders have resolutely directed and removed bottlenecks that have existed for many years in construction works, projects and in site clearance. Investment preparation work has been carried out well and on schedule, especially in key national projects.
Mr. Vo Van Minh - Chairman of Binh Duong Provincial People's Committee said that from now until the end of 2024, he will continue to direct agencies, units, and investors to focus on implementing the 50-day and night peak plan to compete for disbursement of the 2024 public investment capital plan, which was issued last November.
Mr. Vo Van Minh affirmed that in 2025, many projects will enter the final stage of the medium-term public investment plan and complete investment preparation. Many obstacles and difficulties have been resolved, and public investment will have many changes with revised contents.
In particular, the promotion of decentralization, delegation of authority, and reform of investment procedures of the revised Law on Public Investment will take effect from January 1, 2025. Therefore, the Provincial People's Committee believes that public investment disbursement in 2025 will have many breakthroughs when investment preparation work in the past time has been well implemented, striving to achieve the highest results in the medium-term plan 2021-2025.
According to records, the project to upgrade and expand National Highway 13 and the project to build the Ring Road 3 in Ho Chi Minh City have now reached the construction site. Contractors are currently accelerating construction, and it is expected that the packages of the two projects will be completed in 2025. In addition, in 2025, Binh Duong province will also start the project to build the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway. These will be projects to attract and accelerate the disbursement of public investment capital in Binh Duong.
Binh Duong determined to streamline organizational structure
At the 19th Session of the 10th Binh Duong Provincial People's Council, Mr. Vo Van Minh - Chairman of Binh Duong Provincial People's Committee explained the key tasks of socio-economic development in 2025.
Regarding streamlining the apparatus, Mr. Vo Van Minh - Chairman of Binh Duong Provincial People's Committee said that immediately after the Central Committee held a National Conference to disseminate and summarize the implementation of Resolution No. 18-NQ/TW, Binh Duong Provincial Party Committee established a Steering Committee, assigned the Provincial Party Committee's Organizing Committee to develop a plan and advise on the arrangement plan.
The province's restructuring plan will closely follow the requirements of Resolution No. 18-NQ/TW and the province's reality. We are determined to complete the streamlining of the organizational apparatus in accordance with the set goals, requirements and progress.
The People's Committee of Binh Duong province will submit to the Provincial People's Council to promulgate regulations on specific support policies for subjects when implementing staff arrangement and streamlining (in addition to the Central's policy). Direct the implementation of propaganda work well, orienting public opinion to create consensus and unity among cadres, party members, civil servants, public employees and all classes of people.

Maximize resources to develop infrastructure
Binh Duong Provincial People's Committee said that in 2025, the province will mobilize maximum resources to invest in and develop infrastructure, economy and society. Especially investment in the fields of transportation, industry, services, urban, economic, cultural and sports. In particular, focusing on planning and developing more riverside road infrastructure to develop the riverside urban tourism ecosystem. From there, focus on attracting strategic investors to carry out these tasks.
