Phase 1 Operation of Public Administration Service Center
Attending the launching ceremony were Mr. Mai Hung Dung - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of Binh Duong Provincial People's Committee; Ms. Nguyen Truong Nhat Phuong - Vice Chairman of the Provincial People's Council and leaders of departments, branches and sectors.
The ceremony announced and presented Resolution No. 37/NQ-HDND dated October 28, 2024 of the Provincial People's Council on piloting the establishment of the Binh Duong Provincial Public Administration Service Center and personnel decisions; announced and presented the decision to establish 9 branches of the Binh Duong Provincial Public Administration Service Center.
Mr. Truong Cong Huy - Deputy Chief of Office of the Provincial People's Committee - said that the Binh Duong Provincial Public Administration Service Center has a Director, 3 Deputy Directors and 4 department-level units.
The Center has at least 28 civil servants and public employees. The branches of the Binh Duong Provincial Public Administration Service Center are affiliated units equivalent to the department level of the Center, established by the People's Committee of Binh Duong Province.
The Center has its own seal, separate account and is arranged with headquarters and working equipment according to the provisions of law.
From January 1, 2025, the People's Committee of Binh Duong province assigned the Public Administration Service Center Branches based on the current status of the Public Administration Service Centers in 9 district-level localities to arrange a minimum of 12-15 civil servants and public employees for each center branch.
The implementation roadmap for phase I from now until December 31, 2024, will deploy the establishment and launch of the Provincial Public Administration Service Center located at the Binh Duong Provincial Administrative Center and 9 branches called the Public Administration Service Center Branch located at 9 district-level localities and 91 reception points on the basis of one-stop departments of 91 communes, wards and towns.
The only destination for receiving and processing administrative procedures
According to the Binh Duong Provincial Electronic Information Portal, in phase II from January 1, 2025 to June 30, 2025, the Provincial Public Administration Service Center will complete the one-stop personnel to consider the personnel arrangement plan from departments, specialized divisions, postal personnel, and specialized personnel in accordance with the practical situation at the Center's branches.
Merge 9 reception points of central wards and towns into 9 branches of the Public Administration Service Center and keep 82 reception points intact.
Issue a more extensive list of non-administrative administrative procedures (Phase II, the total number of administrative procedures implemented non-administratively is about 570 administrative procedures, not including administrative procedures of vertical agencies).
Phase III from July 1, 2025 to the end of 2025, review and select to integrate a number of reception points in wards in cities to strive to establish a new Branch of the Public Administration Service Center that meets the requirements on headquarters, travel distance, number of records generated, personnel and results of the pilot implementation of phase II and criteria for organizations, businesses and people to access public services within a radius of less than 30 minutes of travel or a radius of no more than 5 km...
Speaking at the ceremony, Mr. Mai Hung Dung - Permanent Vice Chairman of Binh Duong Provincial People's Committee - said that, implementing the direction and assignment of the National Assembly and the Government, after a period of preparation and building a pilot project, the one-level public administrative service center under the Provincial People's Committee was approved by the People's Council.
With the goal of "serving the people is the core task", the Binh Duong Provincial Public Administration Service Center model was born to provide public administrative services in a public, transparent, and effective manner, minimizing administrative procedures, saving time and costs for people and businesses.
The Center will be the single focal point and destination to receive and process all administrative procedures in the province, creating maximum convenience for all organizations and individuals when conducting administrative transactions with state agencies.
After the launching ceremony, provincial leaders visited the implementation of administrative demarcation activities on the 1st floor of the Provincial Administrative Center.

The launching event of the Public Administration Service Center is of great significance in the administrative reform of Binh Duong province. In addition, this is also one of the models for Binh Duong province to implement the goal of comprehensive administrative procedure reform and improve the quality of public services.
