Ho Chi Minh City Ring Road 3 passing through Binh Duong province is about 26.6 km long, of which the Tan Van intersection section is 2.37 km long, the Binh Chuan - Saigon River section is 8.9 km long and the section coinciding with My Phuoc - Tan Van road is 15.3 km long.
The project has a total investment of 19,280 billion VND divided into 2 components: construction and compensation. Of which, component project 6 is implementing site clearance and resettlement with a total investment of 13,528 billion VND. Currently, the implementation is focused on Tan Van intersection and the section from Binh Chuan intersection to Saigon River.
Binh Duong province has focused on site clearance, according to the construction progress of the bidding packages. Binh Duong province's electronic information portal said that currently, the total land area recovered is 126.47 ha/129 ha. Regarding disbursement, compensation has been paid for 7,770 billion VND.
According to records, in the bid packages, there are still some households and units that have not received compensation and relocation. Therefore, it affects the construction process of the bid packages.
For example, in the Binh Chuan intersection construction package, the water supply line, underground power system, overhead power poles, and transformer stations on My Phuoc Tan Van route have not been relocated. Furthermore, there are still some points at the intersection that have not yet completed site clearance, and some households and units have not yet received compensation due to disagreement on compensation prices... This has caused the construction units, Thai Son Corporation Limited Company and Dai Thien Truong Joint Stock Company, to not have the entire site to carry out construction.
For construction package 3, construction of the section from Binh Chuan to Saigon River, the total area handed over to date is 389,124/498,878 m2, reaching about 78%.
Currently, there are still some locations with land clearance problems due to technical infrastructure problems such as the intersection of National Highway 13 and Nguyen Thi Minh Khai Street. The land clearance still has resettlement households who have not yet handed over their houses, so the land is not seamless. The public road to transport materials has not been implemented. The access road to the land that is eligible for implementation is prohibited.
Currently, contractors are recommending that investors coordinate with relevant parties to provide a more detailed roadmap so that construction units can grasp the time to hand over clean sites and organize construction to ensure progress according to the signed contract.
Continue to mobilize households to receive compensation and relocate.
According to Mr. Nguyen Thanh Uy - Vice Chairman of Thuan An City People's Committee, the province is currently implementing a policy of financial support for people renting houses to move out of the project area. Thuan An City is also mobilizing people, basically in November and December 2024, people will hand over the land to the city.
Currently, there is still a problem at the intersection with Cach Mang Thang 8 Street and An Thanh 23 Street. Thuan An City has met with the people, will resettle and resolve policies for the people. In December 2024, the people will hand over the land to the city.
