From the posted information that Hung Yen Provincial Police coordinated with relevant agencies to dismantle a fake oil production and consumption ring with a scale of up to tens of thousands of tons, the representative of the Ministry of Industry and Trade officially spoke up.

According to the representative of the Ministry of Industry and Trade, the act of using vegetable oils of animal origin for the production and processing of consumer goods is an act of intentionally distorting the nature, use and purpose of goods, showing signs of constituting the act of producing and trading counterfeit goods as prescribed in Clause 7, Article 3 of Decree No. 98/2020/ND-CP.

These establishments have used imported cooking oil for animal feed to process into consumer products. Including Nhat Minh Food Import-Export Production and Production Co., Ltd. for Ofood soybean products, An Duong Trading and Service Co., Ltd., An Hung Phuoc Co., Ltd.

Users cannot help but panic when tens of thousands of tons of animal oil blatantly smuggle into the human food chain without being detected for many years.

Vegetable oils used for livestock do not meet food hygiene and safety standards, do not have the uses or uses for consumers. When intentionally included in the human food production chain and labeled as "plant oil" or "food oil for humans", there was a deviation in nature and use; there were signs of forgery in the use and purpose of the goods.

The representative of the Ministry of Industry and Trade added that according to the provisions of Article 65 of the Law on Food Safety and Article 40 of Decree No. 15/2018/ND-CP, the Provincial People's Committee is responsible for implementing state management of food safety at the local level, responsible to the Government for food safety in the locality; Organize the reception of product self-declaration, certificate of food safety eligibility according to assignment and decentralization; Inspection, inspection, handling of violations of food safety laws in the management area.

Up to now, Nhat Minh Food Import-Export Production and Production Company Limited has self-declared the product for vegetable oil products.

However, the Ministry of Industry and Trade has not yet issued a Certificate of Food Safety Eligibility for this enterprise. At the same time, the Ministry of Industry and Trade has not yet received reports from local authorities and relevant agencies on the above-mentioned production and consumption of fake cooking oil.

From many cases of being exposed about the quality of goods and products in recent times, public opinion has questioned the responsibility for monitoring, post-inspection, and traceability of food products.

Resolutely coordinate in handling and preventing

The representative of the Ministry of Industry and Trade emphasized: "The above incident shows signs of serious violations of the law on the production and trading of counterfeit goods, trade fraud, consumer protection rights and violations of the prohibition according to the provisions of the law on food safety. The Ministry of Industry and Trade will direct functional units to continue to coordinate with functional agencies to handle it resolutely, not to affect the reputation of the food industry and consumer confidence".

Performing the function of state management of food safety assigned in legal documents, the Ministry of Industry and Trade issued Official Letter No. 2192/BCT-CN dated April 23, 2025 to the People's Committees of provinces and cities on strengthening the management of food production and circulation under the management of the Ministry of Industry and Trade and Official Dispatch No. 2755/CD-BCT dated April 18, 2025 on strengthening supervision, inspection and control of the market.

In the coming time, the Ministry will continue to direct the Departments of Industry and Trade and coordinate with the People's Committees of provinces and centrally run cities to direct local functional units to conduct extensive inspections of food oil production facilities, especially small-scale facilities, facilities that do not have food safety certification, facilities subject to exemption from food safety certification.

The Ministry of Industry and Trade assigned the Department of Domestic Market Management and Development to preside over and coordinate with the Departments of Industry and Trade of provinces and centrally run cities to urgently direct the Market Management Departments to closely monitor establishments producing, processing and trading petroleum products nationwide; strengthen inspection, strictly handle violations and promptly report the results and situation to the Ministry of Industry and Trade.

Along with that, strictly handle violations, increase propaganda to warn consumers, publicize violating brands and establishments.
