On March 9, 2026, the Ministry of Industry and Trade issued Official Dispatch No. 1488/BCT-TTTN on ensuring energy security in the face of the complex developments of the military conflict in the Middle East, sent to key gasoline and oil trading traders, key gasoline and oil production traders and gasoline and oil distribution traders.
According to the Ministry of Industry and Trade, the context of US and Israel's military attacks on Iran, along with the continued Russia-Ukraine war, has caused crude oil prices and finished gasoline and oil prices in the international market to rise, potentially affecting energy security, production, business and people's lives.
To proactively respond to fluctuations in the world energy market, the Ministry of Industry and Trade said that it has been and is implementing many solutions to ensure sufficient supply of gasoline and oil for production, business and consumption activities of people and businesses, thereby contributing to controlling inflation and stabilizing the macroeconomy.
The Ministry of Industry and Trade requests key petroleum traders to strictly implement the minimum total petroleum supply in 2026 that has been assigned, including both quantity and type. At the same time, businesses need to proactively forecast market conditions, develop appropriate response plans, diversify petroleum supply sources from both domestic and imported sources, and ensure maintenance of petroleum reserves according to regulations.
In addition, key traders must ensure the implementation of the plan to import gasoline and oil and purchase goods from domestic production plants in March 2026 according to the plan registered with the Ministry of Industry and Trade, and at the same time urgently develop a gasoline and oil import plan for April 2026.
For key petroleum producers, the Ministry of Industry and Trade requests solutions to ensure stable crude oil import sources, continue to diversify supply sources in the coming time, in order to meet the sufficient demand for gasoline and oil of the domestic market. Oil refineries such as Dung Quat and Nghi Son must maintain stable operation, ensuring fire prevention and fighting and environmental safety.
In case the plants have to temporarily suspend operations due to maintenance, repair or technical problems leading to impacts on gasoline and oil production, businesses must immediately report to the Ministry of Industry and Trade for timely handling measures.
In particular, the Ministry of Industry and Trade requests key traders and gasoline and oil distributors to absolutely not hoard goods waiting for price increases, and not to let supply disruptions occur throughout the gasoline and oil business system, from key enterprises, distributors to retail stores.
Businesses need to proactively share supply and reasonable profits in the distribution system to ensure smooth maintenance of gasoline and oil supply to the market. At the same time, it is necessary to arrange sufficient personnel, organize duty or overtime to ensure that gasoline and oil retail stores operate regularly and continuously.
The Ministry of Industry and Trade also said that it will coordinate with functional agencies to strengthen inspection and supervision of the implementation of responsibilities to ensure gasoline and oil supply of enterprises; supervise import and purchase activities from domestic production plants as well as gasoline and oil reserves for circulation. Violations, if detected, will be strictly handled according to regulations.
