The Ministry of Industry and Trade has just organized a Conference of the Steering Committee for Science and Technology Development, Innovation, Digital Transformation and Project 06. The conference not only summarized the results of implementation in 2025 but also established key orientations and tasks for 2026 - the first year of implementing the Resolution of the 14th Party Congress.
Synchronously implement Resolution 57, creating clear changes
Reports at the Conference showed that, immediately after the Politburo issued Resolution 57-NQ/TW (December 22, 2024), the Ministry of Industry and Trade drastically and synchronously implemented it throughout the industry. The awareness and actions of units and businesses under the Industry and Trade sector have clearly changed, gradually forming a development mindset based on science, technology, innovation and digital data.
According to Ms. Nguyen Thi Lam Giang - Director of the Department of Innovation, Green Transformation and Industrial Promotion, in 2025, the Ministry of Industry and Trade has achieved many outstanding results on all three pillars: institutional completion - digital transformation - development of science, technology and innovation.

One of the outstanding milestones in 2025 is the work of perfecting institutions. The Ministry of Industry and Trade has actively participated in building a national legal framework for science, technology and innovation; promptly promulgated guiding documents for the implementation of Resolution 57 and the Law on Science, Technology and Innovation in 2025.
In particular, in the field of digital transformation and e-commerce, the Ministry of Industry and Trade has chaired the development and submission to the National Assembly for approval of the Law on E-commerce (December 10, 2025) - a fundamental law, creating a legal corridor for the development of the digital economy, digital commerce and new business models.
In addition, many important laws such as the Law on Chemicals, the Law amending and supplementing the Law on Energy Saving and Efficiency were also passed, deeply integrating requirements on the application of science and technology and digital transformation in the management of the Industry and Trade sector.
Digital transformation goes into substance, putting people and businesses at the center
2025 also recorded strong progress by the Ministry of Industry and Trade in administrative procedure reform and online public service provision. The Ministry ranked first among ministries and sectors in terms of the Index for serving people and businesses.
By the end of 2025, the Ministry had provided 224 online public services, with over 99% of dossiers received and processed completely online; processing more than 640,000 electronic dossiers through the National Single Window and ASEAN. Notably, the procedure for issuing Certificates of Origin (C/O) form D has become Vietnam's first electronic document officially exchanged with ASEAN countries, contributing to reducing costs and time for businesses and promoting trade integration.
In parallel with that, the Ministry of Industry and Trade has completed the construction and put into operation the Industrial and Commercial Economic Data Base, ensuring the principle of "correct - sufficient - clean - living", and at the same time connecting and sharing data early with the Ministry of Finance in e-commerce management, serving tax evasion prevention.
In 2025, the Ministry received nearly 400 proposals for scientific, technological and innovation tasks for the period 2026-2030; and at the same time deployed the arrangement and consolidation of the research institute system in a streamlined direction, improving research capacity - technology transfer, associated with the practical needs of businesses and the market.
Year 2026: Accelerate, create specific products
Speaking at the conclusion of the Conference, Le Manh Hung - Acting Minister of Industry and Trade, Head of the Steering Committee - emphasized the importance of Resolution 57-NQ/TW for transforming the growth model of the industry and the country.
The Acting Minister requested units to determine specific goals for 2026, closely follow the conclusions of the Central Steering Committee, approach in a comprehensive to specific direction, ensuring systemicity, continuity and towards measurable results. At the same time, it is necessary to strengthen discipline, progress and effective coordination between units throughout the Ministry.
Notably, 2026 is identified as the year to accelerate the implementation of Resolution 57, with the motto "Breakthrough actions, spread results", in accordance with the spirit of To Lam's direction at the 2025 work summary meeting of the Central Steering Committee.
Based on thoroughly grasping the guiding spirit of the Central Government, the Plan to implement Resolution 57-NQ/TW in 2026 of the Ministry of Industry and Trade is being built in a proactive, substantive direction, closely following practical requirements, focusing on specific products: shared data platform, digital application serving industry management, innovation models in industrial - commercial enterprises.
From the results of 2025 and the orientation for 2026, it can be seen that science, technology, innovation and digital transformation are no longer slogans, but are gradually becoming core driving forces in the development of the Industry and Trade sector, contributing to improving productivity, competitiveness and integration capacity of the economy.
