Regarding this issue, the Ministry of Industry and Trade has the following opinions:
On June 2, 2009, the Ministry of Science and Technology issued Circular No. 15/2009/TT-BKHCN guiding the order and procedures for registering the use of non-common additives for the production, processing, and blending of gasoline and diesel fuel.
At the same time, the management and guidance on fuel additives, including requirements related to registration of non-common additives, belong to the specialized management field of state management agencies on science and technology and competent agencies according to the provisions of law.
