On August 31, the Party Committee of Xuan Hoa Ward said that it had previously organized the 7th (expanded) Conference of the Executive Committee of the Ward Party Committee, term 2025 - 2030, to assess the operational situation and propose plans for arranging commune-level administrative units in the area.
Xuan Hoa Ward was established on the basis of merging the entire Vo Thi Sau Ward and part of Ward 4 of the old District 3.
After the merger, the ward has a natural area of 2.22 km2 (only reaching 44.4% compared to the minimum standard of 5 km2), with a population of more than 48,000 people.

Total state budget revenue in Xuan Hoa ward as of June reached more than 2,364 billion VND, on an estimate of 4,290 billion VND, equivalent to 55.1%.
In the first 6 months of the year, the ward recorded 593 more businesses, raising the total number of businesses operating in the area to 8,475.
The presentations at the conference focused on analyzing the overall impact and proposing plans to arrange administrative units associated with key areas of work such as socio-economic development; ensuring national defense and security; maintaining social order and safety; Party building and mass mobilization work.
Based on the opinions expressed and the results of taking votes from delegates attending the conference, the Executive Committee of the Xuan Hoa Ward Party Committee voted with 100% unanimous opinions to propose not to continue implementing the arrangement of commune-level administrative units for Xuan Hoa ward.
The Ward Party Committee believes that this is an important basis for Xuan Hoa to continue to stabilize its organization, focus on implementing socio-economic development tasks, ensuring national defense and security, building the Party and building the political system in the coming time.
In the central area of Ho Chi Minh City, many wards such as Saigon, Tan Dinh, Thanh My Loi, Binh Thanh, Gia Dinh, Binh Loi Trung, Vinh Hoi, Binh Tay, Phu Lam,... have an area of about 1.05 km2 - 4.4 km2, lower than the minimum level of 5.5 km2 according to Resolution 112/2025 of the National Assembly Standing Committee.
However, these wards have organized conferences of the Executive Committee of the ward Party Committee (expanded) and all agreed to propose maintaining the status quo, not merging with other wards to avoid disrupting the apparatus and people's lives.
According to the direction of the Ho Chi Minh City Party Committee on continuing to study the plan to arrange commune-level administrative units, Party committees of communes, wards, and special zones must send reports proposing plans to the Standing Committee of the City Party Committee through the Organization Committee of the City Party Committee before August 30, 2026.
The final plan will be considered and decided on policy by the Standing Committee of the Ho Chi Minh City Party Committee.
To ensure objectivity, the Ho Chi Minh City Development Research Board is developing a thematic report, analyzing the current situation and proposing plans, to be completed before August 30, 2026.
After that, the Organization Committee of the Ho Chi Minh City Party Committee will summarize and report to the Standing Committee of the City Party Committee, completing before September 5, 2026.
