The Ministry of Industry and Trade is drafting a Government Resolution promulgating regulations on accelerating the implementation of the roadmap for using E10 bio-gasoline.
One of the noteworthy proposals is the regulation on the price of E10 bio-gasoline from June 1.
Explaining the proposal for this regulation, the Department of Innovation, Green Transformation and Industrial Promotion, Ministry of Industry and Trade said:
E10 products are currently only sold by Petrolimex and PVOIL on the market, not yet popular in the market. According to current regulations, businesses are calculating selling prices themselves according to their business costs, and the State has not announced the selling price of E10.
From June 1, 2026, according to the provisions of Circular 50/2025/TT-BCT, there will be no more mineral gasoline on the market, only E5RON92 and E10 gasoline.
Currently, the State has announced the base price for E5RON92 goods for businesses to implement. E10 goods are not yet widely traded, so the State does not have a database to calculate and announce the base price.
To put E10 into circulation from June 1, 2026 and promptly announce the base price for businesses to implement in the transitional context, special regulations are needed.
When bio-gasoline is widely consumed in the market, management agencies will identify popular consumer goods and have sufficient data to determine the factors constituting the base price.
In the immediate future, the item E10RON95-III is identified to implement the announcement of the base price. After 3 months of implementation, when the popular consumer biofuel item is identified, the Ministry of Industry and Trade will announce the base price of that item.
According to regulations, before September 1, 2026, the Ministry of Industry and Trade will announce the most common consumer goods belonging to the biofuel group to implement the announcement of the base price.
Point 2, Clause 12, Article 1 of Decree No. 80/2023/ND-CP dated November 17, 2023 of the Government stipulates the formula for calculating the base price of bio-gasoline; and at the same time stipulates that petroleum traders review and adjust the factors forming the base price of petroleum products and the price of ethanol purchased domestically, imported ethanol, ethanol production purchased domestically and imported periodically to send to the Ministry of Finance, Ministry of Industry and Trade for calculation and announcement of the base price.
According to the Ministry of Industry and Trade, the calculation of the factors forming the base price is carried out for goods already consumed on the market, there must be sufficient price-forming data and sufficient business time for the item to be calculated. These data are reported by gasoline and oil traders to ministries for calculation.
In the context of transition, there is not enough basis to calculate the price formation factor, it is necessary to have a specific mechanism to implement. Therefore, the Ministry of Industry and Trade proposes that the Government temporarily allow:
Regarding the base price formula for E10 gasoline, it is allowed to be determined according to the provisions of point 2, clause 12, Article 1 of Decree No. 80/2023/ND-CP.
Regarding the determination of the constituent factors of the base price to calculate the E10 price according to the regulations in the decrees on gasoline and oil business and guiding circulars, currently E10 gasoline is not widely used, so there is no basis to determine the actual costs.
Therefore, the Ministry of Industry and Trade proposed that the Government temporarily allow the determination of:
The price of mineral gasoline for blending is temporarily taken from the price of RON95 gasoline traded on the international market.
Costs of bringing gasoline from abroad to Vietnamese ports; premiums to calculate gasoline prices from domestic production sources; costs of bringing gasoline from domestic refineries to ports are applied according to the cost level forming the base price of RON95 gasoline.
The standard profit margin and standard business expenses are applied according to the cost level for forming the base price of E5RON92.
The Ministry of Finance shall preside over and coordinate with the Ministry of Industry and Trade to determine and notify in writing for the Ministry of Industry and Trade to calculate the base price according to current regulations.
When there are sufficient cost factors for the business of E10 bio-gasoline according to regulations, the Ministry of Finance shall preside over and coordinate with the Ministry of Industry and Trade to summarize, determine and notify the Ministry of Industry and Trade to calculate the base price.
For gasoline and oil traders, they are responsible for reporting fully, promptly, truthfully, and accurately according to the requirements of the Ministry of Finance and the Ministry of Industry and Trade the data serving the determination of constituent factors in the formula of the base price of gasoline and oil for E10 items.
The figures include fuel ethanol, blending ratio, receipt costs, transportation, storage, loss and other reasonable and valid costs.
Businesses are legally responsible for the content of reports for the Ministry of Finance and the Ministry of Industry and Trade to summarize, calculate, and determine the actual business costs of E10.
