Announcing the decision to send 34 leaders at the Department and Department levels to the locality
On July 31, at the headquarters of the Ministry of Industry and Trade, Minister Nguyen Hong Dien chaired a meeting with units on sending civil servants to lead and manage departments and divisions under the Ministry of Industry and Trade to work in localities to carry out the task of reorganizing the two-level local government apparatus in the field of Industry and Trade.
Speaking at the opening of the meeting, Minister Nguyen Hong Dien emphasized the sending of leaders to work to help localities carry out the tasks authorized by the Central Government and the Ministry, decentralized from July 1, 2025 in the field of Industry and Trade.
"This is a very necessary decision at this time. Because the goal of administrative reform and operating according to the two-level government model can only be achieved when the Central and Ministry levels complete the institutions, while localities arrange the apparatus, personnel and implement synchronously. Otherwise, it could cause management disruption, affecting the service of people and businesses", Minister Nguyen Hong Dien noted.
At the meeting, Director of the Department of Organization and Personnel of the Ministry of Industry and Trade Tran Quang Huy announced Decision 2172/QD-BCT dated July 29, 2025 on sending civil servants to work in the locality.
4 tasks of cadres working in localities
According to Minister Nguyen Hong Dien, the Standing Committee of the Party Committee of the Ministry of Industry and Trade and the leaders of the Ministry have decided to send management staff at the Department and Department levels to help the grassroots level to carry out four main tasks.
First, it is necessary to grasp the actual situation and assess the ability to perform tasks according to the decentralization of provincial and commune-level cadres in the field of state management of the Industry and Trade sector.
Second, through understanding and evaluating, it is necessary to participate in giving comments and proposals to the establishment from the leaders of the Department of Industry and Trade and provincial leaders on the arrangement and assignment of personnel to do professional state management work in the field of Industry and Trade in accordance with regulations. At the same time, directly guide and assist provincial and commune-level cadres in the field of Industry and Trade in terms of professional aspects.
"The goal is to help local officials get to work immediately, especially in this early stages" - Minister Nguyen Hong Dien noted.
Third, during the working process, officers on duty must discover shortcomings in legal documents related to the field of operation of local government at two levels. Organize the apparatus and arrange personnel for state management in the field of industry and trade at the grassroots level.
Fourth, promptly reflect and propose to the leaders of the Ministry tasks and solutions to overcome the above weaknesses, which are loopholes in the law, weaknesses in the organization of the apparatus and personnel to carry out commune-level tasks. At the same time, it is possible to propose to supplement facilities and machinery for staff at the facility to perform their tasks.
Regarding working methods, the Minister requested that grassroots cadres be responsible for grasping, assessing the situation, and providing professional guidance for all assigned fields, including all fields that the Industry and Trade sector, and promptly reporting to the Ministry daily and weekly.
The Minister suggested that the Department of Organization and Personnel must make a plan after today to clearly identify the responsibility for training for commune and provincial-level cadres, especially in the field of market management and import-export.
Regarding working regime, cadres working locally are like cadres working at an agency, and must be responsible for working during office hours. Officials going to the grassroots will also enjoy full travel allowances according to regulations. At the same time, comrades who go to the grassroots still have to work online to solve their unit's tasks and their assigned tasks so as not to affect professional work at the agency or unit.
