Mr. Tran Van Lien, 66 years old in Huong Tra ward, has been completing procedures for granting red books (land use right certificates) for 4 years with unknown how many times he has gone up and down, with certificates, qualified photos... but is still not done.
But surprisingly, less than a month after the authorities at both levels came into operation with the new red book issuance process, Mr. Lien, along with 23 people in similar circumstances, have their land use right certificates in hand.
Saying that the new process sounds a bit loud. In fact, as Mr. Tran Trung Hau - Chairman of the Ward People's Committee said, it is just "cutting off many intermediaries, reducing the gliddeness in processing documents".
At the same time, "ward officials proactively edit, verify and correct errors in the records for the people. Thanks to that, the procedures are faster, no documents are left unfinished, people no longer have to travel many times".
The "new process" in granting red books of Huong Tra ward shows that there is a very important issue worth discussing related to the human factor of the new administrative apparatus of local authorities at two levels.
That is the initiative of civil servants in editing, verifying and correcting errors in records for the people.
In reality, with complicated procedures such as granting red books (land use right certificates), having to verify many times, many places, many people, then edit and edit documents, correct errors... is a matter of the household.
However, for a long time, the verification, correction and overcoming of this error has often been proactively "petrified" by officials for the people, "arrested" the people to travel many times, not to proactively support, even to do it for the people as it is now.
And this is the stage that has created evils from " document brokers" to negativity in harassment, hand- numbering, book-taking... This is one of the reasons why people complain to heaven, passing on the line of "official procedures are the main thing".
This shows that no matter what model is operated with, the decision to succeed or fail is still the human factor.
The "new process" in granting red books in Huong Tra ward of Da Nang city once again shows that when they are truly delegated authority and given specific responsibilities, the grassroots government can do well, even do it quickly and meet the expectations of the people.
That is the strength and superiority of the two-level government model that comes from unnecessarily cutting the intermediate layer, shortening the processing cycle, giving and promoting proactiveness to the nearest people.
Of course, administrative reform does not only require the issuance of red books, but people need a lot of "new processes" as well as the initiative of cadres in all fields.
And most importantly, "new processes" and the initiative of cadres like this are not just a matter of " scoring points" at the moment, but must be operated in a disciplined manner, become a daily occurrence - not only in Huong Tra ward but all other wards and communes across the country.
