On March 6, 2026, the Minister of Finance issued Official Dispatch No. 01/CD-BTC to the Secretaries of Provincial and City Party Committees and Chairmen of People's Committees of provinces and cities on strengthening coordination to promote non-cash payments to improve tax management efficiency in 2026.
According to the Ministry of Finance, in the past time, tax authorities and related agencies have implemented many solutions to support taxpayers in complying with tax obligations, invoices and documents according to regulations. With the direction and coordination of the People's Committees of provinces and cities, especially in supporting business households to switch to the declaration method from January 1, 2026, the state budget revenue collection work in 2026 has had favorable conditions for implementation.
The Ministry of Finance said that to date, basically the business community, business households, individual businesses and people have complied with regulations and policies on taxes, invoices, and documents. At the same time, taxpayers also benefit from the utilities of the tax declaration and payment system, electronic tax refunds, electronic invoices as well as non-cash payment solutions.
However, in some localities, industries, and economic sectors, there are still some cases of taking advantage of cash payments or using personal accounts to conceal revenue, evade tax obligations to the state budget, and to allow some tax evasion cases to occur that have been detected, investigated, and prosecuted by tax authorities in coordination with functional agencies.
To improve the efficiency of tax management and implement the state budget revenue estimate for 2026, the Ministry of Finance requests local leaders to continue to direct relevant agencies and units to closely coordinate with tax authorities to implement a number of key tasks.
First of all, continue to effectively implement the Prime Minister's Directive on strengthening direction, guidance, and propaganda to continue promoting the development of non-cash payments, ensuring to meet the payment needs of people, businesses, and business households, saving resources, preventing tax revenue loss, crime, and strictly handling violations of the law in Official Dispatch No. 124/CD-TTg dated July 30, 2025 and according to the principle of risk management, ensuring compliance with legal regulations;
In addition, localities continue to implement solutions to support, promote, and strengthen the management and use of electronic invoices initiated from cash registers, improve the efficiency of tax management for goods sales and service provision directly to consumers according to the Prime Minister's direction in Official Dispatch No. 88/CD-TTg dated June 12, 2025.
In addition, the Ministry of Finance requests localities to continue to promote solutions and tasks in Official Dispatch No. 17142/BTC-CT dated November 4, 2025 of the Ministry of Finance on requesting the People's Committees of provinces and cities to coordinate and direct the management of household and individual business tax when abolishing fixed tax from January 1, 2026, in which special attention is paid to propaganda and support for business households in the transition process.
At the same time, promote the role of the Steering Committee for combating state budget revenue loss in localities, have measures to inspect and supervise the compliance with regulations on taxes, invoices, and documents to promptly detect compliance risks and violations, and not cause unnecessary administrative procedures. The exchange and exploitation of information to serve tax management is carried out in accordance with the provisions of law on tax management and information security.
The synchronous and drastic involvement of the entire political system, especially the authorities at all levels, is a guarantee for the successful completion of the task of collecting state budget revenue, as well as the task of creating and developing the private economy in 2026 assigned by the Central Government, the National Assembly, and the Government.
