Remove barriers, turn bottlenecks into breakthroughs
Over the past time, the whole country has made tireless efforts to rise up in the new era, becoming a high-income country by 2045.
Citing the Conference on summarizing the work of 2024, deploying the work of 2024 and celebrating the 79th anniversary of the establishment of the Planning and Investment sector, Minister of Planning and Investment Nguyen Chi Dung said that in recent times, the Ministry has affirmed its determination to remove all institutional barriers, turning "bottlenecks of bottlenecks" into "breakthroughs of breakthroughs" for development, unblocking and liberating all resources of the economy.
"This is clearly demonstrated in the strong decentralization process, creating initiative, flexibility, promoting the efficiency of public resources and management capacity at the implementation level in the Law on Public Investment (amended).
"Strongly shifting from "pre-inspection" to "post-inspection" in the Law amending and supplementing 4 laws on investment, in which, creating a "green channel" to shorten procedures for innovation, semiconductor, and high-tech projects in industrial parks to 260 days so that projects can soon start construction, put into exploitation and operation" - Minister Nguyen Chi Dung said.
According to Minister Nguyen Chi Dung, by the end of 2024, our country is likely to complete 15/15 main targets, with a growth rate of about 7%, exceeding the set target (6-6.5%). In particular, our country continues to be an attractive destination for global FDI capital flows, which are declining and competition is increasingly fierce among countries. FDI attraction in 11 months is estimated at nearly 31.4 billion USD, realized FDI capital is estimated at about 21.7 billion USD, up 7.1% over the same period.
In particular, the Government and the world's leading technology corporation NVIDIA signed an agreement to establish a Research and Development Center and an Artificial Intelligence (AI) Data Center. This is a historic turning point for Vietnam, making our country a leading AI research and development center in Asia.
"These are important results, creating new momentum and spirit to strive for breakthrough growth in 2025, prepare for the high growth period of 2026-2030 and realize the General Secretary's vision of a new era of national development," Minister Nguyen Chi Dung affirmed.
Find opportunities in difficulties, unlock resources
Although many results have been achieved that are very encouraging and proud, according to Minister Nguyen Chi Dung, it is necessary to frankly acknowledge the shortcomings and limitations that have not been achieved as expected.
Research, forecasting and advisory work is sometimes not timely and does not cover all impacts, especially complex and unexpected issues. Some work is still slow to be implemented; the capacity and professional qualifications of a number of civil servants and public employees are still limited and uneven; they are not really proactive and decisive in advising, and have not fulfilled their assigned responsibilities.
However, in difficulties and challenges there are always opportunities. If we can identify or proactively create opportunities and know how to seize the opportunity, challenges can also become the driving force for the country's development in the new situation.
According to Minister Nguyen Chi Dung, in the coming time, it is necessary to closely monitor, grasp the situation, improve analytical, forecasting and statistical capacity to proactively advise. Focus on promoting disbursement of public investment capital, ensuring the progress of completing major programs, projects, tasks and plans in 2025 to focus resources and time on new priority projects and tasks in the period 2026-2030.
Accompanying businesses, identifying the difficulties and obstacles of businesses as our own difficulties and obstacles to resolve. Creating a favorable investment and business environment to attract investment and develop production and business. Supporting the development of large, leading businesses and private businesses to reach out to the world and invest abroad.
"In the coming time, the organization of the agency will change, but the functions and tasks of the planning, investment and statistics sectors will not change, and will even increase with higher requirements and demands," Minister Nguyen Chi Dung emphasized.
