Experts and businesses jointly proposed to soon review and amend relevant legal regulations to have clear criteria for green and circular industrial parks.

Unstoppable trend

On August 27, Lao Dong Newspaper organized a seminar "Green industrial park development: Removing bottlenecks, welcoming new opportunities".

Speaking at the seminar, Mr. Le Anh Dung, Deputy General Director of Hanaka Group, said that in the recent period, FDI investors when learning to invest in Gia Binh II Industrial Park (IP) in Bac Ninh province (invested by Hanaka Group) have increasingly high requirements for green, synchronous infrastructure and environmental standards.

Typically, a world-leading corporation in electronic component manufacturing is implementing a project with a total capital of more than 100 million USD in Gia Binh II Industrial Park.

In the investment exploration phase, they require meeting synchronous industrial park infrastructure from the beginning with a wastewater treatment plant with a capacity of 7,000 m3/day and night, a 110KV high-voltage power station located right in the industrial park, and requiring accommodation, social housing for workers and many other criteria," Mr. Le Anh Dung shared.

Also speaking at the seminar, Mr. Le Trung Dung - Business Director of Hung Yen Group said that through the process of contacting investors, the "green" factor is increasingly concerned, especially in the group of FDI enterprises participating in the global supply chain.

This reality is recorded in many industrial zones and clusters invested by Hung Yen Group in Bac Ninh and Hung Yen.

Besides location, transportation, rental prices and electricity sources, FDI investors are increasingly demanding high levels of wastewater treatment, environment and ESG standards for industrial parks," said Mr. Le Trung Dung.

At the seminar, Dr. Phan Duc Hieu - Delegate of the 16th National Assembly, Specialized Member of the Economic and Finance Committee of the National Assembly, said that "green" is an inevitable trend, and green industrial parks bring benefits to "3 Houses" which are the State; Industrial Park Real Estate Developer and Producer.

Green transformation has become an urgent requirement, an irreversible trend. This is also an opportunity for Vietnamese businesses to participate in the global supply chain," said Dr. Phan Duc Hieu.

Need to soon remove legal bottlenecks

Green transformation has become an inevitable trend, irreversible, however, according to representatives of industrial park infrastructure investment enterprises, from requirements to practical implementation, there is still a fairly large gap.

One of the major difficulties raised by businesses at the seminar is the high increase in initial investment costs.

Green infrastructure requires large capital for energy, wastewater treatment, waste management, technology and solutions for efficient use of resources, while the capital recovery time is often long," said Mr. Le Trung Dung - Business Director of Hung Yen Group.

In addition, business representatives also said that a clear set of criteria and more incentive mechanisms are needed for investors of green and ecological industrial park infrastructure.

The criteria for ecological industrial parks in Decree No. 35/2022/ND-CP of the Government: Regulations on the management of industrial parks and economic zones are still general, not specific and very difficult to assess.

We propose that it is necessary to soon study, amend and supplement Decree 35, and set out specific criteria for businesses to comply with," Mr. Le Anh Dung, Deputy General Director of Hanaka Group, shared.

Agreeing with this view, Dr. Phan Duc Hieu - Delegate of the 16th National Assembly, Specialized Member of the Economic and Finance Committee of the National Assembly shared that 2 years ago, he received many recommendations and requests to consider, review, and amend Decree 35.

Today, listening to the opinions of two businesses that are industrial park infrastructure investors, I find this proposal even more convincing," said Dr. Phan Duc Hieu.

According to the National Assembly Deputy, it is necessary to review and immediately amend Decree 35, supplementing very new thinking about the development of green industrial parks. In which, regulations and criteria must be really clear, feasible and accompanied by preferential mechanisms.

Not necessarily capital incentives, but possibly cutting or reducing taxes and fees related to the environment for green IP infrastructure investors because they are contributing to making the environment better. In my opinion, it is a very practical incentive measure," said Dr. Phan Duc Hieu.
