Local support policy for rice production from September 11

The information below will provide details of the local support policy for rice production from 11.9.2024.

According to Article 14 of Decree 122/2024/ND-CP, the policy to support local rice production is as follows:

- The state budget supports rice production as follows:

(1) Support 1,500,000 VND/ha/year for land specializing in rice cultivation.

(2) Support of 750,000 VND/ha/year for remaining rice land, except for upland rice land that is spontaneously expanded without following the planning and land use plan for rice cultivation.

(3) Additional support of VND 1,500,000/ha/year for land specializing in rice cultivation in rice growing areas with high productivity and quality.

- The area of ​​rice-growing land supported under points (1) and (2) is determined based on land statistics of provinces and centrally run cities announced by the Ministry of Natural Resources and Environment of the year immediately preceding the first year of the budget stabilization period. For the budget allocated for 2025, it is land statistics of provinces and centrally run cities announced by the Ministry of Natural Resources and Environment of 2023.

- The area of ​​rice-growing land supported according to the provisions in Point (3) is determined by the Provincial People's Committee according to the provisions in Clause 2, Article 5 of Decree 122/2024/ND-CP and announced in the year immediately preceding the first year of the budget stabilization period.

- For the year in the period of budget stability, the support mechanism from the central budget to the local budget for the above rice production support policy applies the principle of support from the central budget to the local budget to implement social security policies issued by the central government corresponding to each period.

- The provincial People's Committee is responsible for managing and allocating supported budget sources to implement rice land protection according to regulations.
