Accordingly, implementing Official Dispatch No. 6387/CD-BCT and Official Dispatch No. 6389/CD-BCT dated August 24, 2025 of the Ministry of Industry and Trade on urgent implementation of emergency response to storm No. 5, the Department of Domestic Market Management and Development requested the Departments of Industry and Trade of the provinces and cities of Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Thua Thien Hue, Da Nang, Quang Ngai and Gia Lai to focus on directing drastic, timely and effective flood prevention and response work.
In particular, units must urgently deploy many key tasks to ensure the supply of goods, food, and provisions to serve the people, especially in areas at risk of being cut off and isolated by storms and storm circulation.
In the Official Dispatch, the Department of Domestic Market Management and Development requested the Departments of Industry and Trade to urge businesses, supermarkets, and petroleum traders in the area to proactively supply goods and reserve food, food, drinking water, petroleum, corrugated iron, steel plates, etc.
At the same time, coordinate with the supermarket system to transfer goods from neighboring localities to points of sale affected by the storm, avoiding shortages. Units must also clearly identify the list, quantity, storage, transportation and distribution methods to be ready to bring goods to the market when natural disasters cut off the area.
At the same time, the Department requested the Departments of Industry and Trade of provinces and cities to direct the Market Management force to regularly closely follow developments, strengthen supervision, inspection and control of the market. The goal is to promptly detect and strictly handle violations, especially for essential goods. In natural disasters, acts of taking advantage to speculate, hoard goods, and unreasonably increase prices for food, foodstuffs, construction materials, etc. will be strictly handled.
In addition, the Official Dispatch of the Domestic Market Management and Development Department also requires localities to proactively implement the "four on-site" motto, regularly inspect and grasp the situation of storms and floods, and at the same time organize timely sales (under conditions of ensuring safety) to serve the people.
The Department requires the Departments to also maintain updates and reports on supply and demand, prices, and distribution networks to ensure smooth information.
