On the morning of August 24, the Ministry of Industry and Trade issued a speeding electricity No. 6387/CD-BCT on focusing on emergency response to typhoon No. 5.

Storm No. 5 (international name: Kajiki) is strengthening and moving very fast (speeding about 25 km/h) towards the sea and mainland of the Central region of our country.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, at 4:00 a.m. on August 24, 2025, the center of the storm was at about 17.6 degrees North latitude; 111.7 degrees East longitude, in the northern sea of Hoang Sa special zone, about 660km East Southeast of Nghe An, about 640km East of Ha Tinh. The strongest wind near the storm center is level 12 (118-133km/h), gusting to level 15; moving west at a speed of about 20km/h.

The Ministry of Industry and Trade requests the Departments of Industry and Trade of provinces and cities to continue to strictly implement the contents of the Prime Minister's Official Dispatches No. 141/CD-TTg dated August 22, 2025; 143/CD-TTg dated August 23, 2025. Direct hydropower dam owners to deploy the protection of dams and reservoirs, especially small hydropower reservoirs, to arrange forces, materials, machinery, and equipment to be ready to respond and overcome incidents. Strictly implement the reservoir operation process approved by competent authorities. Strengthen inspection of operations to ensure the safety of dams and hydroelectric reservoirs, site inspection, timely detection of points at risk of landslides to put up warning signs, closely coordinate with local authorities to promptly inform and ensure safety for people, especially in emergency flood discharge situations.

Direct hydropower projects in areas likely to be affected by storms (especially in Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Thua Thien Hue provinces) to proactively increase power generation and water discharge, lower the lake water level to below the pre-flood water level to increase flood receiving capacity, contributing to cutting and reducing floods downstream.

Direct market management forces in localities to strengthen market inspection and control, promptly detect and strictly handle violations of the law in commercial activities; prevent and promptly handle acts of taking advantage of natural disasters to speculate, hoard goods, unreasonably increase prices, illegally profit, especially corrugated iron, roofing, construction materials, essential consumer goods of the people...

Vietnam Electricity Group directs local power units and hydropower dam owners under its management to focus on fully preparing human resources, materials, vehicles, and logistics according to the "4 on-site" motto to respond to storm No. 5 and storm circulation; 5 to strengthen inspection and self-inspection of power grid works and hydropower dams to ensure safe and stable power supply, especially for important loads; hunt for all options to provide electricity back as soon as possible for areas affected by storm No. 5 and post-storm circulation.

Strengthen the organization of inspection teams for units managing and operating power grids and hydropower works under their management to promptly direct the implementation of response preparation work.

Coordinate with the Department of Industry and Trade to direct and inspect the implementation of measures to ensure the safety of dams, especially vulnerable dams or dams under construction or repair; the operation of hydropower reservoirs to ensure the safety of the project.

The Department of Domestic Market Management and Development directs the Departments of Industry and Trade of localities in the affected areas to request suppliers of goods in the area to implement plans to reserve essential goods, prepare specific plans to ensure the supply of the most essential goods, food, and drinking water, to people in affected and isolated areas.

The Minister of Industry and Trade requested units in the Industry and Trade sector to regularly update information on the developments of storm No. 5 and storm circulation; organize 24/7 on-duty and focus all resources according to the "4 on-site" motto to respond to storm No. 5. Strictly implement these contents of the Official Dispatch; periodically before 3:00 p.m. every day, send a report on the results of responding to storm No. 5 to the Ministry of Industry and Trade.
