Mr. Ha Sy Dong - Acting Chairman of the People's Committee of Quang Tri province - has just confirmed that regarding the Quang Tri Thermal Power Plant project that has been planned for many years but has not been implemented, many large corporations are currently interested and have proposals for the locality to implement.
Accordingly, recently, the joint venture of investors T&T Group Joint Stock Company and SKI E&S Company Limited had a working session with the People's Committee of Quang Tri province.
At the meeting, Mr. Ha Sy Dong said that the investor consortium had proposed converting the fuel of the Quang Tri Thermal Power Plant project from coal to LNG.
According to the investor consortium, the production of gas is more efficient at energy than coal-fired power. In terms of energy efficiency, the CO2 emission from gas production is only about 41% compared to coal for the same electricity output. With the timely review and approval of the administrative process before construction, the Quang Tri LNG fuel conversion project can achieve the commercial operation target by 2030.
The investor consortium requested Quang Tri to support and have a document recommending the Government and the Ministry of Industry and Trade on the proposal to convert and add to the adjusted Power Plan VIII. In response to this proposal, the province will have a document proposing to the Ministry of Industry and Trade to have a working session between units to discuss fuel conversion and work to implement the Quang Tri LNG Thermal Power Plant project" - Mr. Ha Sy Dong said.
Regarding Quang Tri Thermal Power Plant, on February 20, 2025, Quang Tri province proposed that the Ministry of Industry and Trade consider and report to the Prime Minister to assign Vietnam Electricity Group (EVN) to do the Quang Tri Thermal Power Plant project. Previously, in January 2025, due to difficulties in other power sources or no investors, the Ministry of Industry and Trade assigned EVN to review, evaluate capacity and proactively propose to have a basis to submit to the Government for consideration of special cases according to the provisions of the Electricity Law 2024. Under the direction of the Ministry of Industry and Trade, EVN issued a document, proposing to assign EVN as the investor of the Quang Tri Thermal Power Plant project.
Mr. Ha Sy Dong said that the province has issued a document agreeing with EVN's proposal, but the decision belongs to the Ministry of Industry and Trade and the Prime Minister. If the proposal is not approved, it will be proposed to switch to LNG to suit other investors, instead of letting the project continue to drag on, affecting the investment environment, and failing to meet energy security.
It is known that the Quang Tri Thermal Power Plant project (Southeast Economic Zone, Quang Tri Province) with a capacity of 1,320 MW was approved by the Prime Minister in the National Power Development Plan for the period 2011 - 2020 with a vision to 2030, and was invested by Thailand International Power Company in 2013. The project has basically completed the land acquisition in Hai Khe and Hai An communes (Hai Lang district, Quang Tri province); completed the construction of the Hai Khe commune resettlement area with a total cost of more than 215 billion VND. However, for many reasons, Thai International Power Company did not implement the project as committed and stopped the project.
