On February 25, Mr. Ha Sy Dong - Acting Chairman of the People's Committee of Quang Tri province said that in order to build Quang Tri into an energy center of the Central region, the locality has just sent a document to the Ministry of Industry and Trade on the implementation of the Quang Tri Thermal Power Plant project.
Quang Tri Thermal Power Plant (Southeast Economic Zone, Quang Tri Province) has a capacity of 1,320 MW approved by the Prime Minister in the National Power Development Plan for the period 2011-2020 until 2030, and was invested by Thailand International Power Company in 2013.
The project has basically completed the land acquisition in Hai Khe and Hai An communes (Hai Lang district, Quang Tri province) with a reclaimed area of 568,273m2/781,145m2. In particular, the construction of the Hai Khe commune resettlement area with a total cost of more than 215 billion VND has been completed. However, for many reasons, Thai International Power Company did not implement the project as committed and stopped the project.
After that, Quang Tri province proposed to convert the Quang Tri Thermal Power Plant project to the LNG Power Plant. In January 2025, with the reason that other power sources are facing difficulties or do not have investors, the Ministry of Industry and Trade assigned EVN to review, evaluate capacity and proactively propose to have a basis to submit to the Government for consideration of special cases according to the provisions of the Electricity Law 2024.
Under the direction of the Ministry of Industry and Trade, EVN issued a document, proposing to assign EVN as the investor of the Quang Tri Thermal Power Plant project.
Mr. Ha Sy Dong said that Quang Tri supports and agrees with the proposal to assign EVN as the investor of the Quang Tri Thermal Power Plant project. If this project continues to be implemented, there will be many advantages in taking advantage of the resources of the project in terms of site clearance, resettlement, compliance with land use planning, construction planning, etc.
In addition, the project will take advantage of coal from the Kaleum coal mine (Laos) being exploited and exported through La Lay International Border Gate (Dakrong district, Quang Tri province).
The Quang Tri Thermal Power Plant Project has many favorable conditions to deploy investment and complete the project to be put into operation before 2030, ensuring the goals and directions for developing power sources according to the Power Plan VIII. Therefore, Quang Tri has proposed that the Ministry of Industry and Trade consider reporting to the Prime Minister to assign EVN to implement investment in the Quang Tri Thermal Power Plant project according to the case of the Emergency Power Project and works as prescribed by the Power Law 2024" - Mr. Ha Sy Dong said.
