Difficulties in site clearance
According to the Dak Nong Department of Finance, as of March 20, the locality has only disbursed VND192 billion/VND4,041 billion, reaching 4.76% of the capital plan.
With this result, Dak Nong has a public investment disbursement rate lower than the national average and lower than the same period in 2024 at 4.44%.
According to the Dak Nong Department of Finance, there are many reasons leading to the delay in the disbursement of public investment capital. In particular, the biggest reason is still the problem of site clearance at projects.
Some projects still have problems with bauxite planning. This leads to many projects having large backlogs of capital, affecting GRDP growth.
According to Acting Director of the Department of Finance Tran Dinh Ninh, to grow GRDP, public investment must first be accelerated.
Because public investment is a decisive factor for many sectors and fields such as: construction, services. High public investment will lead to these areas, thereby achieving high economic growth.
According to Mr. Ninh, investors already know how many projects they have in hand and how much money they have arranged. To speed up progress, it is very difficult to be flexible and proactive, but passive like before.
According to Mr. Ninh, through the unit's understanding, this year, no investor has reported to the Department to propose transferring the project source.
If in 2024, from the end of March and the beginning of April, many projects had proposed to change sources. Thus, it can be considered that investors are confident that they will disburse to ensure the plan.
There is no way backlog in public investment disbursement
At the meeting with the Provincial Construction Management Board on the afternoon of April 1, 2025, Chairman of Dak Nong Provincial People's Committee Ho Van Muoi emphasized that currently, there is no other choice, project investors must be flexible and proactive in implementation.
The Construction Management Board needs to actively urge construction units to speed up the settlement progress to increase the disbursement rate of public investment capital.
For projects facing difficulties, they must be reported immediately to promptly resolve them. Regarding site clearance, the Chairman of Dak Nong Provincial People's Committee affirmed that he will be ready to work with local authorities to go to the site, directly mobilizing each household in the project area.
"With the land, the project can be implemented and when the project comes into operation, the people will be the beneficiaries," he emphasized.
Chairman of the Provincial People's Committee Ho Van Muoi said that the capital disbursement work now has no way to retreat, but everyone is taking action to speed up the disbursement progress.
In particular, avoid the idea of waiting for the merger to be completed and then calculating. The head of any unit that does not work or does not cooperate must take full responsibility.
