3 Central Highlands provinces have not fully allocated public investment capital plans

The remaining 3/5 localities in the Central Highlands have not fully allocated the assigned public investment capital plan, with the total remaining unallocated capital being 98.141 billion VND.

On March 27, Party Central Committee member, Deputy Prime Minister Mai Van Chinh chaired a meeting to inspect, urge, and remove difficulties and obstacles to promote the disbursement of public investment capital in 5 provinces in the Central Highlands region including Lam Dong, Kon Tum, Gia Lai, Dak Lak and Dak Nong under Working Group No. 7.

Presenting the summary report, Deputy Minister of Finance Tran Quoc Phuong said that the total State budget investment plan (NSNN) for 2025 assigned to 5 localities is 25,895.574 billion VND, accounting for 3.13% of the total capital investment plan of the country assigned by the Prime Minister (825.922.269 billion VND).

As of February 28, 2025, 2/5 localities have fully allocated their assigned capital plans; 3/5 localities have not fully allocated their plans, with the total remaining unallocated capital being VND 98.141 billion, accounting for about 0.37% of the total capital investment plan of ministries, central and local agencies under Working Group No. 7 and accounting for 0.13% of the total unallocated capital of the whole country (VND 77,590.883 billion).

The reason why localities have not allocated 100% of the 2025 state budget investment plan for tasks and projects is due to: Local budget balance capital collected from land use sources is delayed (Lam Dong), not yet allocated capital for the national target program (Dak Lak, Dak Nong).

The disbursement estimate as of February 28, 2025 of ministries, central and local agencies under Working Group No. 7 reached 10.64% of the plan assigned by the Prime Minister, higher than the national average.

Of which, there are 3 localities with disbursement rates higher than the national average disbursement rate: Dak Lak 19.48%, Kon Tum 18.47% and Lam Dong 7.46%.

The two localities with disbursement rates below the national average are Dak Nong and Gia Lai.

Concluding the meeting, the Deputy Prime Minister requested localities to strive to complete national and provincial projects to serve the people, thereby creating development momentum; at the same time, regular inspection and urging must be carried out.

Resolutely carry out site clearance work, promote construction progress of key projects and works. Speed up investment preparation, investment decisions, and selection of contractors for national key projects and works, and construction investment projects in the provinces.

Develop a disbursement plan for each project; Request investors to report the disbursement progress of each project monthly and quarterly, and comply with the disbursement plan monthly and quarterly.

Assign leaders to take responsibility for each project, strictly control the scale, progress, and investment efficiency; make disbursement results a criterion for evaluating the level of task completion for review, reward, and strict and timely disciplinary action.

Strengthen inspection, supervision, urging contractors and consultants to speed up progress.

Timely transfer capital plans for projects with slow disbursement to supplement other projects with good disbursement capacity and need to speed up progress according to regulations, especially important and urgent projects, strategic infrastructure projects and projects connecting regions and countries.
