Hanoi arranges commune-level administrative units "no day or place is left empty"

Hanoi - The city implements the arrangement of commune-level administrative units with the spirit of "no interruption, no day, no place".

On the afternoon of April 18, National Assembly delegate Tran Sy Thanh - Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee and National Assembly delegates - Election Unit No. 10 met with voters of Me Linh and Soc Son districts before the 9th session of the 15th National Assembly.

At the conference, voter Nguyen Duc Manh (Me Linh district) asked the city leaders to inform about the arrangement plan for redundant cadres and civil servants; regimes and policies in addition to the general policies of the State for cadres, civil servants and public employees who retire early or quit their jobs.

Voter Do Thi Ngoc Anh (Me Linh district) requested information about the regime and policies for part-time cadres at the commune level who have ended their activities.

Responding to voters, Deputy Director of the Hanoi Department of Home Affairs Mai Xuan Truong said that Decree No. 67/2025/ND-CP amending and supplementing a number of articles of Decree No. 178/2024/ND-CP on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system has removed the local regulation on issuing separate policies. Therefore, the city does not have any other policy for redundant cadres after the reorganization outside of the Central Government's regulations.

Regarding the plan to arrange redundant cadres after the arrangement, the Deputy Director of the Department of Home Affairs said that according to regulations, 100% of district-level positions will be transferred to commune level, part of the provincial-level positions will be supplemented to commune level; keep the district-level and commune-level civil servant positions unchanged and study the arrangement, arrangement, and review within 5 years.

Non-professional cadres at the commune level will cease their activities. The Ministry of Home Affairs is studying the regime and policies for this subject.

Speaking to voters, Chairman of the Hanoi People's Committee Tran Sy Thanh stated that he would fully absorb opinions and recommendations to report to the National Assembly, as well as request the city's authorities to resolve them according to their authority.

The Chairman of the City People's Committee emphasized that the upcoming National Assembly session is very important, with the approval of long-term decisions for hundreds of years as General Secretary To Lam affirmed.

Mr. Tran Sy Thanh also informed that the City People's Committee is working with leaders of districts, towns and cities to "finalize" a specific plan to arrange commune-level administrative units with the spirit of "no interruption, no day, no place".

Reviewing some achievements in socio-economic development in the early 2025, the Chairman of the City People's Committee highly appreciated the participation of Party committees, authorities and people of localities in focusing on implementing development tasks in the context of streamlining the organizational apparatus.
