In this Directive, the leaders of the Ministry of Industry and Trade assigned the General Department of Market Management to strengthen inspection and supervision of the implementation of the roadmap for applying the blending ratio of biofuels with traditional fuels, inspect and promptly handle violations in the petroleum business, including biofuels.
The Minister requested the General Department of Market Management to direct the Market Management Departments of provinces and cities to coordinate with local Departments of Industry and Trade to deploy professional measures, develop plans, conduct regular and surprise inspections of law enforcement in petroleum and biofuel trading activities of enterprises; strictly handle acts of hoarding goods waiting for price increases, profiteering in petroleum and biofuel trading activities.
For the Department of Industry and Trade of provinces and centrally-run cities, the Minister requested to strengthen, direct and guide petroleum traders in the area to promote the trading of E5 RON92 gasoline, summarize difficulties and problems in the process of organizing the trading of E5 RON92 gasoline and send them to the Ministry of Industry and Trade for timely solutions.
The leaders of the Ministry of Industry and Trade requested the Vietnam Petroleum Association to participate in proposing mechanisms and policies to support the development of biofuels, including tax and fee incentives or other forms of support to reduce costs and enhance the competitiveness of biofuels in order to expand the biofuel consumption market.
The leaders of the Ministry of Industry and Trade assigned the key traders of petroleum to ensure the supply of E5 RON 92 bio-fuel to meet market demand according to the roadmap specified in Decision No. 53/2012/QD-TTg. Report the implementation status to the Department of Domestic Market and the Department of Science and Technology before the 28th of each quarter for synthesis report.
For key traders and petroleum distributors, proactively coordinate with competent authorities to propose mechanisms and policies to support the development of biofuels, including tax and fee incentives or other forms of support to reduce costs and enhance the competitiveness of biofuels in order to expand the biofuel consumption market, especially in localities and regions with great consumption potential.
